Job Title: Project Manager III
Job Summary:
The Project Manager 3 – Fort Meade oversees the activities of GIC employees and custodial supervisors in cleaning and maintaining contract sites at Fort Meade. The Project Manager is responsible for ensuring contract standards are met, responding to customer inquiries, and promoting quality improvement and team building.
Essential Duties & Responsibilities:
- Manage an Ability One Custodial Contract according to the contract's Scope of Work, ensuring all requirements are met throughout the contract term.
- Establish Standard Operating Procedures aligned with contractual and organizational requirements, supporting the overall mission.
- Prepare and manage operating budgets in accordance with organizational standards, policies, and procedures.
- Monitor invoices, check for accuracy, and approve payment.
- Prepare purchase requisitions and order supplies through authorized vendors.
- Track supply inventory, keeping proper documentation and record-keeping.
- Supervise custodial supervisors, crew leaders, and mobile work crews in multiple building locations.
- Develop and manage work schedules to meet contract requirements, including routine floor care scheduling.
- Manage quality control efforts, processes, and procedures, ensuring customer satisfaction and conformance with specific contract requirements.
- Develop transportation schedules and provide transportation to and from work sites to meet cleaning schedules.
- Manage vehicle maintenance and repairs, establishing a preventive maintenance plan.
- Manage custodial equipment maintenance and repairs, establishing a preventive maintenance plan.
- Create a supportive work environment for people with disabilities, ensuring disabled employees receive a balance of training support and hands-on work.
- Communicate effectively with employees, peers, and management.
- Work with custodial supervisors, crew leaders, and work services counselors to resolve workplace issues.
- Identify opportunities to improve employee morale and foster team building.
- Develop supervisors' leadership skills through supervision, guidance, and training.
- Work with division members to ensure 75% of workers on site are severely disabled as required by the contract; develop new recruitment strategies to attract program participants.
- Safeguard corporate assets located at the site.
- Compile data and information for reports as needed/requested.
- Review incidents and accidents, documenting findings and recommendations to management.
- Evaluate safety policies adherence to OSHA and organizational policies and procedures.
Education and/or Experience:
- High school diploma or equivalent required; college degree preferred.
- Five years of project management experience, preferably in large departments.
- Five years of supervisory custodial experience, preferably in large departments, contract, or project management.
- Prior experience working with people with severe disabilities required.
Certificates, Licenses, Registrations:
- Must possess a current, valid, and unrestricted driver's license and be fully insured according to Maryland law.

Physical Requirements:
Medium. Lifting up to 50 pounds maximum with frequent lifting and/or carrying of objects weighing up to 25 pounds. May be required to regularly stand for extended periods, walk, reach with hands/arms, climb, balance, stoop, kneel, crouch, push, or pull.
Travel Requirements:
Up to 25% of working time. Must have access to a personal vehicle.
Work Environment:
Employee may be exposed to moving mechanical parts, wet and/or humid conditions, fumes or airborne particles, and outside weather conditions. Noise level is usually moderate.
