Purpose or General Objective: The Vice President of Navigations, under the direction of the President/CEO, is responsible for the overall company operations and the management and supervision of the company’s staff along with recommending hire/termination, wages and training of staff supervised.
Essential Duties:
- Stay current and ensure compliance with all pertinent laws, policies, regulations of local, state and federal government, along with the policies, procedures and expectations of other entities such as accrediting bodies and local stakeholders (including government entities).
- Ensures the timely completion of reports for the President/CEO, Board of Directors, government entities, etc.
- Work with management team to negotiate upcoming contracts and pursue any new contract opportunities if the potential presents itself.
- Work with management and supervision to ensure compliance on all contracts and that customer expectations are met.
- Ensure all managers and supervisors report as requested regarding operations and any needs or concerns.
- Have a thorough understanding of the Government Contracts to resolve any contract conflicts as necessary.
- Approve month end billing for contract services to confirm accuracy and prompt availability for accounting to process.
- Approve all major and minor equipment purchases per agreed to contract, for contract compliance.
- Establish and monitor Navigations budgets to meet contracted guidelines.
- Work with managers and supervisors as necessary to ensure departments have adequate staffing to perform contract services as obligated.
- Attend SA Xforce Conference when directed by CEO to ensure Navigations is current, compliant and understand any changes that are pending or will be implemented with Gov’t requirements. Make sure to stay current, compliant and that said changes are met. This will also apply to attend Incompass Quarterly meetings and their Conferences as well for the state contract.
- Attend trainings as required to ensure compliance as Government Contracted Agency for all AbilityOne contracts and State Set-Aside contract.
- Will work with Human Resources and Workforce Development Departments as needed to administer and support AbilityOne employees.
- On behalf of the President/CEO, will act as principal source of contact between Navigations, Incorporated and the various government agencies including SourceAmerica and Incompass.
- Ensure that all deliverables and other required data has been submitted promptly to COR (Contracting Officer Representative) for invoicing approval.
Qualifications:
- Three years of management experience required.
- Strong organizational and communications (verbal and written) skills required.
- Strong budgeting/planning skills required.
- Provide own transportation and adequate insurance for such. Must maintain a valid driver’s license and driving record acceptable to Goodwill’s liability insurance provider.
- Must be able to obtain/maintain NACI (National Agency Check with Inquiries) Clearance.
- Bachelor’s degree or equivalent senior management experience.
- Computer skills as related to communication and data tracking. (Excel, Word, E-mail, Outlook)
- Familiar with Government contract work, negotiations/bidding beneficial.
- Familiar with Military procedures and protocol beneficial.
- Ability to effectively interact with individuals that have significant disabilities or barriers to competitive employment in a positive, supportive manner.
- Excellent attention to detail.
- Ability to lead and maintain a strong positive culture.
Physical expectations:
- Indoors, and outdoors in all weather conditions (Hot, Cold, Rain, Snow).
- May be exposed dangerous equipment in operation.
- Some extended walking.
- May include exposure to chemicals normally used in the performance of duties related to all aspects of grounds maintenance, restroom cleaning, janitorial and housekeeping.
