Purpose or General Objective: Plan, organize, and administer all phases of the agency’s employment and training programs. Responsible for hiring, training, and supervising all staff within the department.
Essential Duties:
- Responsible for managing Workforce Development Dept. operations. Assign, clarify, and integrate all staff responsibilities within the department.
- Responsible for hiring, training, supervising, and evaluation of Workforce Development staff.
- Responsible for marketing Workforce Development services in the community.
- Responsible for establishing and maintaining excellent business and industrial contacts in the community.
- Responsible for researching and writing proposals for grant opportunities, diversifying the organization’s funding sources as required by the environment in which Goodwill operates.
- Responsible for integrating/coordination of Workforce Development services with other departments.
- Responsible for the development of services that meet community needs.
- Responsible for the development and implementation of a comprehensive, outcomes-based service evaluation system. Service revisions will be based at least in part on feedback from participants and Referral sources. Outcomes information will be disseminated to shareholders, staff, board, and others as needed.
- Responsible for developing the department’s budget and operation within the budget adopted.
- Serve as a positive role model to all employees, participants, and customers.
- Responsible for selecting, utilizing, and maintaining a participant case management software system such as Efforts to Outcomes (ETO). Collaborate with Community Partners to develop and maintain Community Database for joint programming with job systems partners.
- Assist and coordinate preparation for accreditation, such as CARF, annual audits, and annual reports.
- Advise the President/CEO on current events in the communities GICMH serves. Responsible for complete, accurate, confidential participant files
- -that are in conformance with CARF standards.
- Responsible for maintenance of other records/minutes of departmental activities.
- Responsible for the regular participation in organization meetings and with board committees or other bodies (e.g., the Business Advisory Committee), as assigned by the President/CEO.
- Responsible for the preparation of reports as required.
- Maintain memberships in professional organizations; seek out workshop and training opportunities to enhance professionalism and expertise.
- Maintain a safe environment for all employees, participants and customers where applicable.
- Participate in monthly safety meeting.
- Collaborate with community partners to improve the workforce system across Calhoun County.
- Other duties as assigned by the President/CEO.
- Bachelor’s degree in vocational rehabilitation, guidance and counseling, psychology, or a related field.
- Possession of a Master’s degree or enrollment in a master’s degree program highly desirable.
- Two years’ experience in the field of employment and training.
- Three years of experience in a comparable upper-level management position.
- Experience in any/all of the following helpful: Counseling, supervision, teaching, industrial relations, training and placement.
- Excellent communication skills.
- Ability to establish/maintain excellent community relations.
- Computer literacy highly desirable.
- Provide own transportation and adequate insurance for such. Must maintain a valid driver’s license and driving record acceptable to Goodwill’s liability insurance provider.
