Program Overview
Learn & Earn is a $4.5 million collaborative effort of Partner4Work (P4W) the City of Pittsburgh, and Allegheny County to offer paid summer work experience to youth through a 6-week paid work experience program. The Learn & Earn program partners with several community organizations including Goodwill of SWPA. Goodwill’s program engages twenty-six employer sites that offer work experience to participating youth.
The program aims to instill the value of work while offering an opportunity for at-risk youth to explore their future career interests. Goodwill engages community employers to provide employment opportunities, based on 14 career tracks that are growing or trending in the Pittsburgh/ Allegheny County area: customer service, education, community development (government and nonprofit), health care, human services, information technology, insurance, park management, public works, recreation, public safety, labor/trades, financial/banking/legal, and marketing.
Position Summary
As the Learn & Earn Eligibility Specialist you will assist administrators within the City of Pittsburgh’s review of applications to participate in the summer youth employment program known as Learn and Earn. Eligibility Specialist applicants must apply through Goodwill of Pittsburgh’s employment office and become Goodwill employees for the duration of the employment term. Learn & Earn is a county-wide summer jobs program open to low-income young people ages 14 to 21. Youth in the Learn & Earn program will be placed in a six-week paid employment or training experience with an employer, community services or digital project base learning.

Location: Downtown Pittsburgh, 304 Wood Street, 5th Floor, Pittsburgh, PA 15222
Schedule: Temporary role, estimated timeframe February 2025 to August 2025. Monday through Friday, some evenings and weekends may be required. Schedule can vary depending on department needs.
External Hiring Range: $20.00/Hour

Duties Will Also Include But Are Not Limited To
- Assists in the recruitment of eligible applicants; explains the Learn & Earn Summer Youth Employment Program and distributes applications.
- Reviews applications and confidential supporting documentation that has been submitted to the on-line Learn and Earn Application portal.
- Determines eligibility of Learn & Earn Summer Youth Employment Program applicants in accordance with eligibility guidelines from, and or required by the City of Pittsburgh, Partner4Work, or other government agencies.
- May monitor other program and operational components to ensure compliance with applicable guidelines, laws, regulations.
- Assists with other applicant and participant services as need or directed.
- May travel to other recruitment facilities or centers in the City of Pittsburgh.

Qualifications
- High school diploma or equivalent AND 1 year of experience required.
Required Clearances, Licenses, And Certifications
- Candidates are expected to provide current valid clearances (Child Abuse Clearance, FBI Fingerprints Clearance, and PATCH) prior to first day of employment.
