Sr. Director / Vice President of Workforce Development

Summary Description

  • The / VP / Senior Director of Workforce Development is responsible for fully implementing the Division of Workforce Development service delivery model.
  • Reports directly to Goodwill SOLAC’s President and CEO and is responsible for the management, supervision and coordination of all workforce development staff, programs, and service delivery systems to assure job training and job placement outcomes are achieved for participants.
  • Provides supervision and day-to-day guidance to the Workforce Development Director of Programs and other workforce development staff who do not report to the Director of Programs or Director of Innovation and Funding.
  • Acts as official agency representative to various local American Job Centers of California (AJCC), governmental referring agencies, Chambers of Commerce, and other entities as assigned by the President and CEO.
  • Provides administrative support to the Goodwill Workforce Development Committee (WDC) and assures the charges and responsibilities of the WDC are completed in a timely and efficient manner.
  • Provides similar support functions to other agency committees or workgroups as assigned by the President and CEO.
  • There is some travel required to the various AJCCs, local training sites and to other related business sites.

Exemplary Duties / Responsibilities

Planning and Development Functions

  • Responsible for ensuring implementation and integrity of all workforce development employment training, placement and retention programs.
  • Responsible for on-going review of division program needs and delegates the development of employment training curriculums and employment placement / retention programs to division staff as appropriate.
  • As assigned by the agency's President and CEO, is the point person with Department of Rehabilitation (DOR), Department of Labor (DOL), and other funding agencies to determine and facilitate the curriculum approval and implementation process.
  • Establishes and maintains contacts with local businesses to ensure integrity of division programs and outcomes / objectives.
  • Along with the Director of Innovation and Funding and the agency's consultant grant writers, determines which funding opportunities to pursue to underwrite the various workforce development job training and job placement programs.
  • Is responsible for the provision of agency expectations and code of conduct, as well as program follow-up to any organization collaborating with this agency in the provision of employment training programs for participants.
  • Prepares annual Division budget based on data and guidance provided by the agency's President and CEO with submission of proposed budget to the agency's Board of Trustees for final approval.
  • Training and Coordination Functions

  • Is responsible for the coordination of employee development training for all workforce development staff.
  • Provides consultation and technical assistance for all workforce development staff to improve employment training and placement programs and other workforce development services offered.
  • Responsible for the provision of workforce development employee training that includes, but is not limited to, Commission on the Accreditation of Rehabilitation Facilities (CARF) standards, AJCCs, DOR, DOL and other referral agency guidelines.
  • Quality Assurance Functions

  • Responsible for developing standards, evaluation procedures, and tools for reviewing and monitoring the overall quality and effectiveness of employment training, placement and retention programs as per CARF, Goodwill SOLAC, and other funding sources' regulations.
  • Coordinates and, as appropriate, participates in periodic monitoring and evaluation of division programs.
  • Generates quarterly and annual reports as to the effectiveness and outcomes of employment training, placement and retention programs and forwards recommendations for program improvement to the President and CEO and the WDC.
  • Is responsible for maintaining all necessary statistical information on participants and division programs.
  • Supervisor Functions

  • Is responsible for the on-going supervision of all division staff and provides daily supervision of the Director of Programs and / or Director of Innovation and Funding, along with other workforce development staff who do not report to them.
  • Coordinates logistical assignments and completion of job duties for all staff as listed above.
  • Coordinates and / or conduct performance evaluations, for all division staff.
  • Ensure scheduling and execution of on-going staff meetings and in-services on at least once a month basis with sign-in sheets and minutes kept of all meetings and in-services.
  • Employment Standards

    Education / Experience

    Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to :

  • A bachelor's or master’s degree in planning, education, social science or health discipline, a master's degree is desirable.
  • Seven years of experience in a health or social services agency, at least four years of which must have been in a senior leadership capacity.
  • Seven years of experience with accredited, licensed, or certified educational or training programs.
  • Professional expertise in serving persons with barriers to employment is a plus.
