GENERAL STATEMENT OF JOB
This position reports to the Director of Capital Development and serves as the program manager for non-major capital projects. The Manager of Transit Design & Construction is responsible for developing, implementing, and monitoring non-major capital projects and programs that meet GoTriangle's strategic goals and objectives, and state and federal safety management system regulations and requirements. The manager also supports the Director with planning and monitoring resources, benefits, stakeholder engagement, and governance requirements necessary to ensure alignment of projects and programs with GoTriangle's strategic objectives. The incumbent provides oversight and supervision of assigned GoTriangle staff and professional consultants including but not limited to architectural, engineering, environmental, and project management disciplines.
SPECIFIC DUTIES AND RESPONSIBILITIES
Illustrative Duties :
- Oversees project management lifecycle activities and related contract administration. This includes oversight of project controls, change management, monitoring and inspection of construction performed by third parties on or adjacent to GoTriangle facilities.
- Oversees development, design, and construction of capital improvement projects in support of GoTriangle's mission, goals, and strategic objectives.
- Manages the Agency's overall capital construction activities including professional consultants' and on-call consultants' management and administration of their assignments.
- Furnishes the Director with program and individual project dashboard reports.
- Monitors and enforces contractors' compliance with state and federal labor standards.
- Manages contract administration and the pay application process, including payment authorizations; assist in the resolution of claims and changes to the contracts.
- Develops and submits operating and capital budgets to the Director for approval. Reviews budgets, independent cost estimates, and schedules developed by staff and / or consultants; manages within approved budget.
- Manages and supervises activities of assigned staff, along with consultants in design, construction management, project administration, , and quality assurance / control who are associated with non-major capital projects such as bus stops, Park & Rides, transit facilities, and other capital projects.
- Manages and oversees compliance with state, local and federal risk management and safety management system requirements, guidelines, regulations and best practices for design and construction of transit and other capital projects.
- Reviews and recommends approval of construction budgets, plans, and specifications.
- Coordinates identification, selection, and approval of annual Capital Improvement Projects (CIP) with the Director. Monitors and reports program and project schedules and budgets.
- Manages cross-functional teams comprised of GoTriangle staff, representatives from regional stakeholders, and on-call consultants.
- Coordinates accomplishment of planned objectives and maintains effective relationships with department managers representing GoTriangle's jurisdictional and municipal partners including but not limited to the City of Durham, City of Raleigh, Town of Cary, Wake County, Durham County, metropolitan planning organizations, and other regional organizations.
- Monitors contract schedule and budget compliance; manages any corrective actions.
- Interviews, hires, and develops subordinate personnel; evaluates performance of employees; provides feedback, coaching, discipline, and discharges employees, as appropriate.

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.
Physical Requirements :
Sedentary Work : Exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
