IRS Strategic Program Manager (Hybrid Remote)

GovCIO is currently hiring an IRS Strategic Program Manager (Hybrid Remote) with a strong knowledge base of IRS, including legislation, regulations, tax information, and information systems. The ideal candidate will have in-depth knowledge of Wage and Investment (W&I) Division and/or other Business Operating Divisions (BODs) as well as IRS forms and taxpayer data. This position is a hybrid position (onsite/remote) within the United States. Core hours of operation are Monday to Friday 10 AM to 4 PM.

• Provide subject matter expertise in IRS legislation, regulations, mandates, and executive orders, and articulate impacts of enacted legislative changes
• Provide and enact solutions dependent on strong knowledge base of W&I and/or other BODs
• Provide expertise to analyze and develop action plans to manage emerging priorities
• Assist with creating plans, roadmaps, and solutions to digitization and digitalization of IRS forms
• Advise on potential impacts of pending and enacted legislative changes on existing IRS systems and applications
• Work and collaborate in an agile, multi-disciplined team including a team of scanners, human-centered designers, IRS stakeholders and leadership, automated test and quality engineers, architects, and developers

Required Skills and Experience

• Bachelors with 12 years (or commensurate experience)
• Experience with strategic planning and road mapping
• Knowledge of IRS systems and applications
• Analytical Thinking – Knowledge of techniques and tools that promote effective analysis and the ability to determine the root cause of organizational problems and create alternative solutions that resolve the problems in the best interest of the business
• Excellent Communications – Understanding of effective communication concepts, tools, and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through the application of appropriate communication behaviors; ability to effectively write/technical writing; and ability to understand and translate technical approaches and methodologies.
• Ability to collaborate and communicate with a vast array of technical and financial personnel
• Possess strong knowledge base in Wage and Investment (W&I) Division and/or other Business Operating Divisions (BODs)
• Must be able to obtain and maintain a security clearance with Internal Revenue Service.

Preferred Skills and Experience

• In-depth knowledge of IRS paper forms and taxpayer data
• Understanding of digitization projects at IRS
• Able to use project management tools such as Jira, MS Project, MS Teams, SharePoint, and capacity models
• Experience in IT modernization and digitization
• Excellent time management skills

Clearance Required: Ability to achieve and maintain public trust clearance.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Salary : $160,000 - $170,000
