Summary
Collaboration & Communication - company is seeking a highly organized and collaborative
Proposal Manager to direct all phases of the proposal process in response to Federal (mostly Civilian Agencies) and Commercial Requests (RFP, RFI, SS...). The Proposal Manager draws support from many parts of company (Accounting, Compliance, Business Unit SME’s...), as well as people outside of company (Team Members, Vendors, Consultants...). Identifying, Communicating, Tasking,
and Coordinating groups of diverse resources is a critical capability of the Proposal Manager. Excellent verbal and written communication skills, in-depth attention to detail, and strong interpersonal skills are required.
Time Management and Schedule - The ability to meet deadlines, set milestones, lead Proposal meetings and initiating regular follow-ups are the keys to success in this role. Qualified candidates will excel in planning and managing winning proposals from kickoff to delivery for multiple simultaneous efforts.
Compliance Proposal, Corporate and Client - Experience in all aspects of proposal compliance is required. This includes creation and maintenance of proposal compliance matrices, analysis of amendments and Q&A's changes and coordinating final compliance verification of the submitted document with stakeholders. The successful candidate will ensure that RFP Compliance, Corporate Compliance and the Client’s Compliance requirements are all met by each proposal before submittal.
Description
• Manage proposal efforts with Business Development, company Business Units, company’s
Contracts and Human Resources, as well as external team members. Drive the proposal process and be proactive in meeting milestones and deadlines.
• Manage or develop various templates; cost and technical proposal templates, past performance write-ups/past performance questionnaires, etc. in accordance with each RFP’s requirements.
• Manage tasking for Graphics support.
• Manage technical volumes & sections, including technical & management approaches, personnel & staffing approaches, past performance, corporate experience and key contracts and past performance.
• Remain current in knowledge of company lines of products, services and strategic directions.
• Monitor for Amendments, Q&A, or other updates to solicitations both during the proposal process and post-submission to ensure company meets all require dates RFP process compliance.
o Participate in the evaluation of business opportunities for bid/no bid decisions.
o Gather response information by identifying sources of information,
coordinating submissions and collections, and identifying and mitigating proposal process risks
o Ensure that all content is incorporated in each response in a cohesive and persuasive format.
• Ensure proposals and presentations are brand compliant.
• Help develop and generate strategies, themes, and discriminators for responses.
• Follow and maintain writing quality by following proposal-writing standards, including
readability, consistency, and tone.
• Track active pursuits using various open sources (SAM, GSA...) and company’s Pipeline.
• Maintain a repository of responses that can be used for future opportunities.
• Coordinate Post Submittal reviews of our process and document lessons learned.
• Participate in selected Government/Industry Associations and Government briefings to Industry.
Qualifications
• Bachelor’s degree in English, Journalism, Business, or a related field
• At least 8 years of Federal proposal experience
• At least 2 years of experience as a Proposal Manager in the federal government IT, Physical Security Support Services markets
• Knowledge of the federal acquisition process, including familiarity with tools such as SAM, and GSA Advantage and eBuy, GovWin, Bloomberg, NASA SEWP
• High proficiency in Microsoft Word, Excel, PowerPoint, and Teams
• High level of written and spoken English
• Demonstrated performance in managing proposal tasks and resources in a dynamic and fluid operational environment
• Demonstrated capability to deliver clear, concise, and compelling documents in a variety of technical and non-technical areas.
