Summary This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae, Office of the President (OOP). Responsibilities As a Management and Program Analyst, you will : Serve as an expert advisor to the Program Manager , senior executives, and other layers of Ginnie Mae's management on matters pertaining to : (1) strategic and annual performance planning efforts; (2) program performance improvement; (3) execution and implementation of program requirements. Conceptualize, develop, and execute study plans in concert with staff from within OOP and other offices and is responsible for : (1) providing technical program analysis and guidance; (2) assuring technical accuracy of products; (3) writing and editing Ginnie Mae's publications; (4) coordinating projects to ensure the achievement of intended results; (5) providing oral and written progress reports as required; 6) organizing and presenting briefings to Ginnie Mae executive staff; and (7) as designated, representing OOP on a variety of agency projects in conferences, seminars, meetings, or similar gatherings that relate to the activities administered by the Division. Work with program officials to develop strategic goals, strategic objectives, operating plans, annual performance reports, agency performance goals, strategies, performance milestones, and metrics. Analyze and evaluate the effectiveness of program operations in meeting established goals and objectives. Propose performance improvement alternatives in order to enhance the efficiency and effectiveness of programs and / or organizations. Requirements Conditions of Employment The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements : Must be U.S. Citizen or U.S. National. A one year probationary period may be required. Must successfully complete a background investigation. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience : For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes : - Managing and developing strategic plans; AND - Monitoring ad assessing organizational performance; AND - Communicating with key officials, including management at various levels, to lead or assist with implementing long-range improvements to meet organization-wide objectives; AND - Analyzing programmatic data and applying analytical and problem-solving techniques to identify trends and interpret facts; AND - Analyzing and evaluating programmatic and operational policies, procedures, and regulations; AND - Responding to operational Risk Control Self-Assessments (RCSAs). Specialized Experience : For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes : - Assisting in the development of strategic plans; AND - Assessing program or organizational performance; AND - Representing a department or organization in strategic planning meetings with key stakeholders; AND - Analyzing data and creating written recommendations for program enhancements or policy and procedural changes. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade : In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable : For the GS-14 you must have been at the GS-13 level for 52 weeks. For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment : Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
