Job Description :
The Disability application is developed in-house to execute a number of core policy processes including issuing quotes, declarations, endorsements, payroll reports and renewals. It maintains the system of record for all disability policies.
The consultant will adhere to NYSIF’s application development standards, including, but not limited to, project management methodology, SDLC (software development life cycle), Enterprise Architecture standards and the IT governance process.
Duties :
The duties of the consulting resources would be to plan, create, modify, test and implement code in support of any of the following :
Develop Oracle stored procedure, packages, and triggers
Develop batch application using .net, oracle
Plan and design the structure of a technology solution
Communicate software requirements to app dev team members
Develop software with modern web development frameworks
Provide technical guidance for the PHS App Dev team
Mandatory Requirements :
Experience (14 Years)
Defines the architecture of a computerized system (i.e., a system composed of software and hardware) in order to fulfill certain requirement, including a breakdown of the system into components, the component interactions and interfaces (including with the environment, especially the user), and the technologies and resources to be used in the design.

84 months experience in using Workers Compensation Insurance Rating Board guidelines and regulations to develop and support software to analyze and process Workers’ Compensation and Disability Insurance Premium
84 months experience in Software Development Life Cycle to generate and process CIRB Estimated Experience Ratings, Workers Compensation Insurance Policy Renewals, Rebills, and Audits
60 months experience in developing software systems for supporting Workers Compensation and Disability Insurance account receivables billing (using Accrual Accounting Method)
84 months experience with Oracle PL / SQL utilizing Packages, Types, Objects, Triggers and Advanced Queuing
84 months’ experience with ACORD AL3 data format and transformation for Underwriting and Claims applications
84 months experience as a .Net application developer using C#, Visual Studio 2017 or newer version
60 months experience with ActiveBatch job scheduler and Visual Build Pro Version 10
60 months experience with UI application development using Javascript, CSS, XML, Xslt, html and AJAX.

Requirements
1.Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Specialist 2.More than 7 years of experience in Organizational Change Management (OCM) for state human service eligibility systems, including leading large-scale initiatives focusing on people, process, and technology transformations within public sector or government environments, including defining strategies for stakeholder engagement, creating communication plans, conducting readiness assessments, and creating and delivering training plans. 3.More than 7 years' experience in applying industry standard change management principles, methods and tools, and developing key performance metrics to assess impact and effectiveness. Qualifications : 1.At least 5 years of hands-on experience in the human service domain (e.g., SNAP, HEAP, PA, Child Care) and experience with IT-driven OCM projects. 2.At least 7 years' experience working on an OCM project in the human service domain that is federally funded, aligning to federal requirements prior to implementation. Examples include testing, deployment, and pilot requirements and federal program specific requirements. 3.At least 7 years implementing change for "external stakeholders". Examples include County, state, federal entities that are not designated as a sponsor of the project. 4.At least 7 years working on IT driven OCM projects, utilizing industry change management lifecycle methodologies and standards. 5.At least 5 years' experience managing deliverables-based vendors on projects. 6.Advanced degree or certification in change management (e.g., Prosci Certified Change Practitioner). 7.Experience defining strategies for stakeholder engagement, creating comprehensive communication plans, conducting readiness assessments, developing, and delivering training plans, and managing risk.
