About the Role - A minimum of 5 year of experience in resource management, including budget formulation, justification, and execution, in a U.S. Government agency, and a minimum of 5 years of experience in one or more of the following :

  • Regional security issues; international SC
  • Drafting professional documents including white papers, briefings, reports, etc.
  • Coordinating, planning, and facilitating interagency-attended and international events
  • Supporting international programs, foreign military sales, or SC programs
  • Executing and supporting defense training and education activities
  • Conducting assessment, monitoring, and evaluation activities

Responsibilities - The following are the critical tasks :

  • Support the development, management, and oversight of policies, processes, and templates for DoD’s security cooperation enterprise. This includes the preparation of Policy memoranda and other correspondence.
  • Develop and maintain Department of Defense policy for AM&E of significant security cooperation initiatives. This includes multi-year, multi-authority security cooperation initiatives.
  • Analyze and provide technical support to independent strategic evaluations.
  • Coordinate and track the implementation of recommendations from strategic evaluations.
  • Other tasks include :

  • Prepare and coordinate briefings, memoranda, letters, reports, studies, instructions, directives, e-mails, and other written documents.
  • Support AM&E briefing requirements for congressional engagements, including preparation materials for briefing strategic evaluations.
  • Coordinate strategic evaluation public summaries for publication on the Department of Defense website.
  • Develop and maintain guidance for the independent publication of unclassified strategic evaluations.
  • Provide recommendations on security cooperation process and program improvement, including recommendations on potential changes to legislation.
  • Monitor security cooperation activity and coordinate with the Defense Security Cooperation Agency, Combatant Commands, Military Departments, and other stakeholders in the
  • Qualifications - Security Clearance : Top Secret w / SCI eligibility

    Required Skills

    A Master’s degree in a financial management field, political science, intelligence, foreign or international relations, national security studies, or other field directly related to the contract requirements, or a post-graduate certificate in M&E or similar field.

    Certification or advanced degree in monitoring and evaluation. If the candidate does not have a Master’s degree in one of the stated fields or a or a post-graduate certificate in M&E or similar field, this requirement will be met if the candidate has Bachelor’s degree in one of the stated fields above and at least 3 additional years of experience described below (for a total of 8 years).
