Position Description: Enterprise Zone Administrator


The Enterprise Zone Administrator is responsible for managing and coordinating economic development initiatives within a designated enterprise zone. This role involves working with businesses, government agencies, and community stakeholders to promote investment, job creation, and economic growth through tax incentives, regulatory assistance, and business support services. This role reports to the CEO.


Responsibilities:

• Process business and Contribution Project certifications promptly; follow up on incomplete applications.

• Respond to inquiries from business owners, tenants, project administrators, and tax advisors, update partners on policy changes and program features.

• Maintain confidentiality and protect client information.

• Collect, analyze, and report program data.

• Develop and manage filing and retrieval systems; record and distribute meeting minutes, agendas, and packets.

• Ensure professionalism in interactions with staff and clients.

• Participate in networking events as available; conduct outreach and marketing to increase program awareness.

• Market the program county-wide through presentations and written materials.

• Assist new Contribution Projects through application and approval; train administrators and issue termination notices as needed.

• Complete program reporting, boundary amendments, and remapping per statutory requirements.

• Schedule and facilitate meetings with the Enterprise Zone Committee and County Commissioners; maintain records.

• Manage program budgeting, Contribution Project billing, and grant billing.

• Work with the BIC and OEDIT on grant reporting, program updates, and peer review meetings, including travel as needed.

• Uphold the mission, vision, and values of the Business Incubator Center.

• Ensure compliance with state and local enterprise zone regulations.

• Develop strategies to attract and retain businesses.

• Serve as a liaison between businesses, government, and economic development groups.

• Assist businesses with tax credits, grants, and incentives.

• Monitor economic impact and job growth, preparing reports.

• Promote workforce development in partnership with educational institutions.

• Facilitate public-private partnerships for infrastructure and community projects.

• Stay informed on policies, economic trends, and legislative updates.

• Handle and respond to phone, email, and mail inquiries.

• Promote, present, cultivate relationships, and build awareness of the program in the community; community outreach is 25% of this position.


Required Skills/Abilities:

• Bachelor’s degree with business related major, public administration, urban planning, or a related field. Equivalent work experience will also be considered.

• Experience in economic development, government administration, or business support services preferred.

• Experience promoting and advocating for programs.

• Knowledge of tax incentive programs, zoning laws, and regulatory processes.

• Strong communication, negotiation, and stakeholder engagement skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.

• Ability to analyze economic data and assess program effectiveness.

• Excellent verbal and written communication skills.

• Technological literacy and ability to adapt, learn, and use necessary applications and programs.

• Strong organizational skills and attention to detail.

• Ability to work independently and as part of a team.

• Strong problem-solving and decision-making skills.

• Ability to manage multiple tasks and meet deadlines in a fast-paced environment.

• Professional demeanor, proactive and high energy, positive attitude, community- driven, team player, and ability to maintain confidentiality.

• Proficiency in Microsoft Office Suite, Adobe products, Salesforce, and other job-related software.

• Preform other duties as assigned.


Other:

• Full-time (40-hours per week), hourly position of $25-$27 per hour based on experience and qualifications, which may include some nights/weekends and event- related hours.
