What are the responsibilities and job description for the Payroll Manager position at Grand River Health?
BASIC FUNCTION: The Payroll Manager serves as a member of the Finance Department at Grand River Hospital District and is responsible for managing payroll processing operations.
RESPONSIBILITIES:
- Interfaces between finance and human resource departments to provide accurate and useful information.
- Directs the resolution of complex payroll issues or errors.
- Maintains employee payroll records in compliance with federal and state regulations.
- Updates payroll records by reviewing and approving changes in exemptions, insurance coverage and deductions.
- Pays employees by directing the production and issuance of paychecks or electronic transfers to bank accounts.
- Prepares reports by compiling summaries of earnings, taxes, deductions and nontaxable wages.
- Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and worker’s compensation payments.
- Processes annual W2s in compliance with federal and state regulations.
- Files all federal and state payroll tax reports and payments.
- Performs monthly and quarterly reviews and reconciliations of payroll liability accounts.
- Performs analytical reviews of payroll and financial records to ensure accuracy and reasonableness.
- Maintains knowledge of current payroll principles, advises management on needed actions, and implements new or revised policies and procedures in order to comply with legal and accounting regulations.
- Identifies and recommends updates to payroll processing software, systems and procedures.
- Trains new employees, supervisors and directors on timekeeping systems and procedures.
- Ensures timecard accuracy and works with supervisors and directors on timecard discrepancies.
- Works with HR to review and update the payroll policy and procedure annually.
- Maintains employee confidence and protects payroll operations by keeping information confidential.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing professional networks; participating in professional organizations.
- Performs a variety of tasks and other duties as assigned.
QUALIFICATIONS:
- Bachelor’s degree in Finance or a related field preferred, or an equivalent combination of education, training and experience.
- One to five years of working experience in a similar role; and experience in a hospital setting; and/or Certified Payroll Professional (CPP) license preferred.
SALARY INFORMATION:
- $50.00 - $57.00 Dependent on experience may vary outside this range
- Compensation may vary outside this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience
