POSITION SUMMARY

The Environmental Health Specialist II or III performs detailed, professional environmental health inspection, evaluation and enforcement duties consistently exercising judgment and discretion to determine compliance with federal, state, and local regulations and policies. Program work may include food safety, on-site septic, drinking water, land use, living environment, water recreation, school safety, and solid waste.

The Environmental Health Specialist III is responsible for providing leadership for specific programs or projects in coordination with the Environmental Public Health Manager. Specific program lead may include On-Site Septic or Food Safety.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

The Environmental Health Specialist II or III is expected to:

  • Function effectively and independently in assigned areas of responsibility.
  • Maintain professional relationships with GCHD staff, other public agencies, and the public.
  • Assist in the development of evaluation tools, educational materials, program reports, and other documents according to areas of responsibility.
  • Assist with orientation, training, and onboarding of new EH staff as to program tasks, laws, and responsibilities.
  • Ability to organize activities, achieve performance objectives, and meet critical deadlines.
  • As assigned, represents the District in local, regional, and State forums and workgroups.
  • Interpret and apply Washington State regulations and Grant County ordinances regarding environmental health programs.
  • May serve as part of the District’s Incident Command System during an emergency.
  • Other duties as assigned.

Environmental Health Specialist III will:

  • Assist Manager with orientation, training, and onboarding of new EH staff as to program tasks, laws, and responsibilities.
  • Develop and schedules program priorities in assigned programs in coordination with Environmental Public Health Manager.
  • Assists with program evaluation, policy and ordinance development, and budget as assigned.
  • May perform Environmental Public Health Manager work on a relief or emergency basis.
  • Assist with staff supervision when the Division Manager is out of the office or at their request.

KNOWLEDGE AND ABILITIES

Understanding of the principles of environmental health, applicable regulations and ordinances related to environmental health, as well as strategies for the prevention and response to foodborne, waterborne, and vector-borne diseases.

Demonstrated skills include: effective problem-solving; exercising sound professional judgment; conducting proficient fieldwork; adhering to directives from the EPH Manager to meet program objectives; delivering suitable customer service; communicating clearly and effectively with colleagues and stakeholders, both verbally and in writing; fostering a collaborative team atmosphere; working autonomously to efficiently accomplish assigned responsibilities; and engaging with the public in a diplomatic manner to ensure compliance with environmental health program regulations.

MINIMUM QUALIFICATIONS

EHS II

  • A Bachelor's degree from an accredited college or university with a major study in environmental health, biology, microbiology, chemistry, or other closely related science is required. A minimum of 45 quarter hours or 30 semester hours must have been earned in basic science courses.
  • Registered Sanitarian (WSBRS or NEHA)
  • Must have or obtain a valid Washington State driver's license within 30 days of employment and have a car for job related travel. All employees are to show proof that they maintain liability auto insurance.
  • Proficient use of standard Microsoft Office applications including Word, Excel, and Outlook.
  • Must prove or obtain immunity to GCHD for required vaccines within 30 days of employment.

EHS III

  • A Bachelor's degree from an accredited college or university with a major study in environmental health, biology, microbiology, chemistry, or other closely related science is required. A minimum of 45 quarter hours or 30 semester hours must have been earned in basic science courses. Three (3) years of experience in environmental public health or related field in environmental health.
  • Registered Sanitarian (WSBRS or NEHA).
  • Must have or obtain a valid Washington State driver's license within 30 days of employment and have a car for job related travel. All employees must show proof that they maintain liability auto insurance.
  • Proficient use of standard Microsoft Office applications including Word, Excel, and Outlook.
  • Must prove or obtain immunity to GCHD for required vaccines within 30 days of employment.

Preferred Qualifications

  • Washington State On-Site Wastewater Treatment System Inspector License
  • Bilingual in Spanish ($1/hour wage increase after successful bilingual examination)
  • For EHS III, previous supervisory experience.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

This position is non-exempt and should require minimal supervision.

The typical workweek is 40 hours with a typical schedule of 8:00 am – 5:00 pm Monday-Thursday and 8:00 am – 3:00 pm on Fridays but may be adjusted based on GCHD needs to include some evenings and weekends. The position should expect to work at least one weekend per month.

Hybrid office/remote work schedule may be considered up to 2 days per week.

Work will be done in office environments, community settings, and field locations. Travel to various off-site areas within Grant County will be required. Fieldwork may take place both outdoors or indoors, regardless of weather conditions.

The physical demands of the position encompass the abilities to speak, hear, see, sit, walk, stoop, stand, and lift items weighing up to 50 pounds. Additionally, the role requires writing and driving, as well as the use of hands for tasks such as griping, handling, feeling, or operating various objects and equipment, along with reaching with hands and arms.

SALARY AND BENEFITS

Salary (GCHD has a six-step salary matrix):

Environmental Health Specialist II (Non-Exempt)

  • Starting salary: $31.10 - $34.94 per hour DOE
  • Full salary range: $31.10 - $39.88 per hour

Environmental Health Specialist III (Non-Exempt)

  • Starting salary: $34.17 - $38.39 per hour DOE
  • Full salary range: $34.17 - $43.81 per hour

Benefits:

  • Public Employees Benefits Board (PEBB) Insurance coverage includes health, dental, vision, and life for employee and dependents, as well as Public Employees Retirement System (PERS) benefits for the employee. GCHD covers the PEBB premium for its employees. Employees are responsible for a portion of the costs associated with family coverage. GCHD is committed to maintaining low and affordable health and dental insurance expenses for its staff.
  • Public Employees Retirement System (PERS II or PERS III).
  • Twelve (12) paid holidays per year, plus one (1) personal holiday.
  • GCHD provides an extensive PTO accrual program, beginning with 16 hours earned for every full month of services completed at a full-time capacity.
  • Longevity pay after five (5) years of continuous employment with GCHD.
