Position Summary
This position serves as the head of the Transmission Business Services function at Grant PUD. The Senior Manager of Transmission Business Services is responsible for all aspects of providing service to both new and existing wholesale transmission customers. This position will lead the Transmission Business Services team in the following: (1) Development and administration of both inter-utility transmission agreements and Grant PUD’s Open Access Transmission Tariff (OATT); (2) Establishment of non-discriminatory policies and processes for open access interconnection and transmission delivery service; (3) Execution of large and small generator interconnection procedures and management of the interconnection requests; and (4) Compliance with all applicable federal, state and regulatory requirements, including FERC, NERC and WECC. The Senior Manager of Transmission Business Services will coordinate and collaborate with both internal and external stakeholder groups, including: Transmission System Planning & Development Services, the COO group (Power Delivery Engineering, Power Production, Dispatch), the CCO group (Large Power Solutions, Product Development, Rates & Pricing), Energy Supply Management, Enterprise Project Management, Compliance and external entities or organizations as well as wholesale transmission customers.

- Directs, oversees and provides leadership in commercial transmission activities, such as: development and negotiation of interconnection and transmission service contracts for network and point-to-point customers; execution of legacy contracts for transmission service; OATT/Open Access Same-time Information System (OASIS) administration; execution of generation interconnection projects and processes.
- Responsible for the development and maintenance of business practices, procedures, and tools for the implementation of Grant PUD’s OASIS, as well as transmission billing, settlements and reporting.
- Supports the development of transmission and ancillary services rates in accordance with traditional principles, processes and procedures of cost-of-service rate making for open access wholesale transmission customers.
- Responsible for the development and execution of transmission business processes that support the customer experience; promotes effective communication and coordination on requests for service; ensures effective management of contractual relationships with transmission customers and expectations of both internal and external developers.
- Directs, oversees and provides leadership in the establishment of non-discriminatory policies for open access interconnection and transmission delivery services; ensures compliance with FERC, NERC, WECC and State mandatory standards; ensures business processes, contracts and agreements promote and support robust compliance with regulatory requirements.
- Supports the District’s current and future regional market engagements (such as Western Resource Adequacy Program, CAISO’s EDAM and EIM programs, SPP’s Markets program, and transmission market expansion plans) from a transmission perspective; represents Grant PUD in various industry workgroups.
- Participates in regional stakeholder meetings and industry advocacy groups to both stay abreast of and advocate for transmission policy changes that could impact Grant PUD.
- Develops department personnel into an effective team through motivation, coaching, direction and team building; manages and directs working relationships between this department and other Grant PUD departments, consultants and contractors.
- Partners, coordinates, and supports, large scale enterprise-wide planning work efforts by other functional organizations ensuring unity, excellence, and consistency across business and management activities.
- Directs, oversees and provides leadership for employee and leadership mentoring, coaching, and performance feedback, including: (1) recognizing excellence and growth opportunities, and (2) managing discipline, rewards, delegation of employees, and limited tasking of personnel.
- Supports, oversees and provides leadership for managing relationships with regulatory agencies, governments, local tribes, and customers, including: maintain healthy collaborations and open communication; representing Grant PUD at local, regional, and national meetings, hearings, and organizations to further the District’s goals and interests.
- Partners, coordinates, and supports the Transmission leadership culture, including: establish, develop, monitor, and re-asses Transmission resource needs, hiring plans, and succession plans; establish and develop a Transmission knowledge base, both for general GCPUD consumption and as training, development, and learning pathways for Transmission personnel; and, establishment of Transmission business metrics and performance targets.

The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations. Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

Required Qualifications (Education, Experience, Licenses & Certifications):
- Bachelor's Degree in Business, Economics, Engineering or related field.
- 10 years of experience with increasing responsibilities in operations, engineering, customer service, project management, transmission, or other relevant experience, with at least 5 of those years directly leading people.
- Demonstrated experience collaborating with cross-functional teams
- A valid state driver’s license
Preferred Qualifications (Education, Experience, Licenses & Certifications):
- Master’s Degree in Business, Economics, Engineering or related field.
- Knowledge of concepts, principles, theories, and methods surrounding power transmission standards and best practices; project management tools and techniques; technical competence with an attention toward detail; financial management philosophies and budgetary guidelines associated with managing large financial expenditures; utility operations, policies and procedures.
- Skill in exercising good judgement and making well informed decisions under pressure; prioritizing and delegating; written and oral interpersonal communication; modeling the economic aspects of business opportunities; identifying and analyzing potential problems with limited data; workflow and time management; utilizing MS office products, various reporting software, tools, and applications; interpersonal skills including clear and concise communication both in writing and verbally.
