Grant Leading Technology is seeking a candidate for Space Management Lead to join our dynamic team. The Space Management Lead is responsible for overseeing all aspects of facility space management within the U.S. Immigration and Customs Enforcement (ICE) Office of Asset and Facilities Management (OAFM) Facilities Management Division (FMD), ensuring that space planning, utilization, and allocation meet mission-critical requirements. This role will lead a team of Space Management Specialists, providing capital and real property expertise to support leasing, owned portfolio projects, and facilities management initiatives. The Space Management Lead will work closely with ICE leadership and stakeholders to ensure timely and efficient project execution, compliance with federal and agency regulations, and alignment with organizational goals.
This position is for a tentative contract award. If awarded, the position will be hybrid, and the hours are 8 am to 5 pm EST. Contractor employees may be required to be on site during weekends or after hours in the case of a project related emergency.
Responsibilities:
- Serve as the primary liaison for ICE Program Offices regarding facility space planning, leasing, and project execution.
- Provide end-to-end space management and customer service, ensuring mission requirements are met while preventing cost overruns.
- Support feasibility studies, assessments, and conceptual designs for space planning and real property projects.
- Oversee the full project lifecycle, including requirements gathering, planning, execution, and close-out for facilities projects such as:
- New location developments
- Renovations and reconfigurations
- Co-location and consolidation projects
- Prospectus lease development
- Review and analyze key project documents, including:
- Space Request Packages
- SF-81 Forms
- Reimbursable Work Authorizations (RWA)
- Occupancy Agreements
- Prospectus Cost Estimates
- Conduct technical reviews of architectural, electrical, mechanical, and plumbing drawings to ensure compliance with the International Building Code (IBC), ICE facilities guidelines, and federal regulations.
- Collaborate with GSA Regional Managers to facilitate and communicate project information.
- Support Program Offices in identifying and translating mission requirements into space planning and utilization needs.
- Analyze new space requests and GSA lease proposals, ensuring alignment with space utilization criteria and budgetary constraints.
- Develop and maintain project documentation, cost estimates, and reports for executive review and federal reporting.
- Provide expertise on GSA space acquisition, U.S. Army Corps of Engineers (USACE) construction programs, and federal real property compliance.
- Held to KPIs to reduce costs through project management and exceed customer requirements.
Qualifications and Education Requirements:
- Bachelor of Science (BS) degree in Engineering or Architecture
- Five (5) years of experience managing facility space management programs or similar projects.
- Five (5) years of supervisory experience.
- Five (5) years of experience managing facility projects with specialized mission requirements, including planning, design, construction oversight and reviewing architectural, interior design, and engineering plans.
- Possess a current Project Management Professional (PMP) certification, Professional Engineer (PE) license, or Architectural Registration (license).
- Strong proficiency in RPMS or other real property tracking system.
- Must live in the United States and be authorized to work in the U.S. Must have resided in the U.S. for three of the past five years.
- Ability to pass government background check.
Preferred Skills:
- Experience supporting DHS or ICE programs.
- Knowledge of federal real property management policies and GSA Leased Facility Portfolio.
