General Statement of Duties
The County of Granville is seeking a skilled and motivated individual to serve as the Assistant Director of Development Services. This role involves administrative and technical work to assist in the planning, organization, and oversight of the County’s capital improvement plan, facility management activities, and other Development Services Department programs.
Key Responsibilities
- Capital Improvement Projects: Provide management and technical oversight of the County’s capital improvement projects, ensuring adherence to scope, budget, and timelines. Conduct site visits, facilitate meetings, and prepare periodic project reports for stakeholders, County administration, and elected officials.
- Budget Planning: Develop project scopes and estimated budgets for fiscal year planning. Administer project contracts, ensuring compliance with terms and funding requirements.
- Preventive Maintenance and Facilities Management: Assist in the development of the department’s annual work plan by establishing preventive maintenance schedules and determining capital equipment replacement schedules. Assess facilities for safety, regulatory compliance, and operational efficiency.
- Contract Administration: Prepare solicitations for contract services and oversee contract compliance to ensure terms and conditions are met.
- Collaborative Leadership: Work closely with the Director of Development Services and other County departments to address administrative processes, including building inspections and planning/zoning.
- Other Duties: Perform additional tasks as assigned by the Director of Development Services.
Qualifications and Skills
Education and Experience
- Graduation from a four-year college or university with coursework in construction management or industrial/facility maintenance; OR
- Graduation from a two-year technical college with coursework in architecture, engineering, or industrial maintenance and 5 years of relevant experience; OR
- 8 years of related experience, including at least 2 years in a management role.
Technical Knowledge and Skills
- Thorough knowledge of construction techniques, procedures, and materials used in capital improvement projects.
- Considerable knowledge of space planning, building design, and best practices in facilities maintenance, including preventive maintenance schedules.
- Familiarity with local, state, and federal regulations related to safety, purchasing, and contracts.
- Proficiency in collecting, analyzing, and presenting technical data and planning objectives.

- Ability to establish and maintain effective working relationships with stakeholders, staff, the public, and officials at all levels of government.
- Strong conflict resolution and meeting facilitation skills.
- Demonstrated ability to manage multiple priorities and projects simultaneously.
Licenses and Physical Requirements
- Must possess and actively maintain a valid NC driver’s license.
- Ability to perform light physical work, including lifting up to 20 pounds occasionally and 10 pounds frequently.
- Visual acuity to view computer terminals, read extensively, review plans, and prepare detailed reports.
