General Statement of Job
Under general supervision, supports the library mission by performing a variety of duties including assisting in developing, administering and coordinating various areas of the library. Performs managerial duties related to personnel, library operations, technical services, cataloging, etc. Serves as Branch Manager of either the Richard H. Thornton or South Branch Library and oversees the duties of that branch.
Distinguishing Features of the Class
An employee in this class is responsible for the administration and supervision of assigned library branches and locations, overseeing library programs and services, as well as assisting the Director as needed. Work includes the supervision of all staff and volunteers assigned as branch staff at assigned branch, assisting with collection development, supporting library activities, assisting with the coordination and implementation of Public Relations, assisting the Library Director in the planning and implementation of special projects and other duties as needed. Work requires extensive knowledge of the collection and information technology, professional judgment and initiative as well as tact and diplomacy in dealing with the public. Work is supervised by the Library Director and is evaluated through observation, informal conferences, quality and quantity of services delivered, customer feedback, and performance evaluations. This title represents two upper management library positions reporting directly to the Director, which may be selected to supervise the Library System staff and volunteers in the absence of the Director.
Duties and Responsibilities
Essential Duties and Tasks
- Assists with the formulation and administration of library goals, policies and procedures; assists in the development, monitoring and implementation of the library long-range plan.
- Promotes Library public relations and educational activities; coordinates press releases, promotional and informational handouts and posters.
- Supervises the information and library current events on the County website.
- Oversees the development, maintenance and promotion of the NC Room (Thornton manager only), children’s and adult collections.
- Oversees the PT Branch Managers at the Stovall and Berea Branches and the collection development of those branches.
- Supervises staff and volunteers assigned to Circulation, Technology, Technical, Children’s and Adult services; participates in hiring, training, performance evaluation of staff; resolves problems as non-routine situations arise.
- Coordinates and develops staff training and development programs.
- Participates in budget development and administration.
- Assists and supervises the development and monitoring of the library technology plan. Establishes and maintains effective working relationships with the library Advisory Board Library patrons, community groups and vendors.
- Serves in the absence of the Director; makes decisions for all areas of daily Library operations; problem-solves and handles situations that arise of a technical, administrative, public use or disciplinary nature.
- Attends training, reads and keeps current professionally and maintains knowledge of books, materials and technical advances in the library field.

Physical Requirements
- Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, standing, walking, reaching, grasping, fingering, talking, lifting, bending, pushing, pulling, hearing, and repetitive motions.
- Must be able to perform light work exerting up to 20 pounds of force occasionally; up to 10 pounds of force frequently; and a negligible amount of force constantly to move objects.
- Must possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, and do extensive reading.
Desirable Training and Experience
- Graduation from an accredited professional library school with a master's degree in library science and considerable professional experience in library work including some supervisory experience; or an equivalent combination of training and experience. Requires ALA certification.
