Primary Purpose :
Direct and manage the financial operations of the district including accounting, investments, and budget.
Education :
Bachelor's degree in Accounting, CPA preferred
5 years in School District business experience : Preferred
Special Knowledge & Skills :
- Advanced technical knowledge of school finance, budgeting, and accounting
- Working knowledge of Skyward financial applications (preferred)
- Strong communication, public relations, and interpersonal skills
- Advanced knowledge of Microsoft Excel and other Microsoft applications
- Ability to implement policy and procedures
- Ability to interpret data and perform data analysis
- Ability to manage budget
- Ability to manage personnel
Major Responsibilities and Duties :
Ensure that accounting systems comply with applicable laws and regulationsEvaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenanceDevelop cash flow analysis to aid in determining cash available for investment and disbursementsOversee preparation of monthly bank reconciliations for the operating, debt service, and tax accountsPrepare the annual district budget in coordination with campus principals and department directors and assemble the budget documentation and assist in the presentation of such material to the Board of TrusteesAssist in the preparation of the budget and development of long- and short-range objectives for the financial operations of the districtProvide leadership to achieve cost-effective practices throughout the districtServe as one of the district's investment officers by maintaining investment portfolio documentation, preparing quarterly and annual investment reports in compliance with Public Funds Investment Act (PFIA), and attending 10 hours of PFIA training every two yearsReview departmental records, reports, documentation, and operating procedures to ensure compliance with federal and state law, State Board of Education rules, local board policy, and administrative proceduresServe as liaison for and coordinate activities of independent outside auditors and state agenciesPerform field work in accordance with the audit processPrepare a Comprehensive Annual Financial ReportImplement policies established by federal and state law, State Board of Education rules, and local board policy in the area of business operationsOversee and evaluate monthly financial statements and related budget reportsDevelop semi-annual financial information for submission of data to TEA through Public Education Information System (PEIMS)Prepare quarterly and final reports for all federal fundsDevelop Skyward training options and / or improvement plans to ensure exemplary accounting operationsSupervisory Responsibilities :
