Grays Harbor College is seeking candidates for the Vice President for Administrative Services (VPAS) position.  This position is responsible for all administrative, financial, and fiscal management aspects of the college’s operations. The college maintains an annual budget of approximately $23 million. This position will provide leadership and coordination in the administrative, business planning, accounting, finance and budgeting work of the college with a focus on the student experience and opportunities for generating revenue. The VP will provide critical financial insight and strategic support to the President and Board of Trustees. Primary responsibilities include oversight of the financial and administrative operations for the college, which include accounting, finance, capital planning, construction, risk management, physical College facilities/campus operations, debt management, property management, purchasing/contracting, conference services, safety/emergency management, Campus security and auxiliary services (bookstore & food services).

In addition, to overseeing traditional financial & Campus operations functions, this position is also expected to take an entrepreneurial approach to identifying and pursuing new revenue streams and expanding event/auxiliary services. The ideal candidate will have a forward-thinking mindset, seeking opportunities to innovate and optimize financial performance while aligning with the institution’s mission and goals.

Full-time employees will also receive 15.34 hours of vacation leave per month, 8 hours of sick leave per month and 4 personal leave days a year.   • Serve as the primary advisor to the President on strategic matters related to budget development, finance administration, facilities services, property management, safety, risk management, purchasing and other administrative concerns. Serve as a member of the executive leadership team and President’s Cabinet.
  • Demonstrate accurate and complete knowledge of the budget and accounting management functions, which must be conducted in compliance with applicable rules and regulations of the State Board for Community and Technical Colleges (SBCTC), the Office of Financial Management (OFM), the State Auditor’s Office and other related state and federal agencies.
  • Coordinate the development of the annual college budget, ensuring the budget effectively supports the mission, vision, and values of the college. Provide appropriate oversight of a budget system that promotes open disclosure and collaborative participation while providing timely information for effective budget management.
  • Ensure that financial planning includes meaningful opportunities for participation by stakeholders and ensures appropriate available funds, realistic development of financial resources, and comprehensive risk management to ensure short-term financial health and long-term financial stability and sustainability.
  • Provide timely and accurate analysis of budgets, financial reports, and financial trends to the President, Trustees, VPs, Deans, and Directors to assist in performing their responsibilities. Present requested financial information at regular and special meetings.
  • Direct and authorize all aspects of the college budget and accounting processes; plan and develop procedures for budget development, budget monitoring, internal auditing and fiscal operations analysis; and identify the amount of resources available. 
  • Lead efforts to assess the effectiveness of Administrative Services programs, focusing on their service levels and overall impact on college operations, with particular attention to enhancing the student experience. This includes identifying areas for improvement and implementing strategies to strengthen services for both students and the broader campus community.
  • Administration of the college internal accounting control system and external audits.
  • Build relationships with external partners, vendors, and stakeholders to explore joint ventures, sponsorships, and other entrepreneurial ventures that contribute to the college’s financial goals.
  • Oversee capital construction and master facility planning and maintain the monthly reconciliation of the capital project budget to assure that project allocations reflect current allotment status and that all available funds for the projects have been allotted. Include understanding of debt instruments such as bonds, leases, notes, warrants, real estate contracts, together with other sources of capital including grants, donations, and equity.
  • Recommend new or revised policies, procedures, and operational procedures to the president in all administrative areas as needed to facilitate the accomplishment of program objectives, improve processes, and benefit the college.
  • Oversee all college grants and contracts; advise the President prior to approval of all grants and contracts. Take an active role in accreditation activities, grant preparations and management.
  • Oversee the risk-management function for the college; serve as the compliance officer responsible for creating, maintaining, and carrying out the college’s compliance plan.
  • Oversee the leasing and rent of off-campus space and work with appropriate state agencies including the Department of Enterprise Services (DES).
  • Serve as the financial and administrative liaison with the College Foundation.
  • Represent the institution at state and system meetings such as the Business Affairs Commission and Operations and Facilities Council. Serve on college, city, and county committees as designated by the President.
  • Meet with the faculty, students, administrators, and classified staff on issues of concern related to Administrative Services.
  • Hold signatory authority with the President for all documents related to financial reporting, contracts, grants, and legal documents.
  • Maintain an appropriate liaison and working relationship with various state agencies, e.g., the Office of Financial Management, the Division of Purchasing, State Auditor’s Office, Office of the Attorney General, department of Enterprise Services, Office of Minority and Women’s Business Enterprises, etc.
  • Ensure compliance with college policies and procedures and state and federal regulations.
  • Conduct self in a professional manner and ensure the interaction with team members and other stakeholders is conducted in a courteous and efficient manner aligned with the college’s values.
  • Provide leadership in anticipation and development of short and long-range financial and physical plant/capital planning to support the college’s institutional and operational plan. 
  • Contribute to and provide leadership for college initiatives and strategic planning. 
  • Attend Board of Trustees meetings and serve on college wide councils and committees.
  • Perform related duties and responsibilities as may be required.
Supervisory Responsibilities 
  • Administration of the selection, training, and development of the classified and exempt personnel in the Administrative Services department. 
  • Supervise five to seven (5-7) direct reports and provide leadership, coordination, and support for staff development in all areas of responsibility.
  • Balance hands-on management with delegation of responsibilities, while staying actively involved in all areas of responsibility.

REQUIRED QUALIFICATIONS: 
  • Masters Degree in a related field and a minimum of four (4) years of progressively responsible accounting or business administration experience in a complex organization OR equivalent education (Bachelors plus 8 or more years’ experience) with preference given to experience in a higher education setting.  Experience partnering with an executive team and a high level of written and oral communication skills.
  • Minimum four (4) years of supervisory experience.
  • Demonstrated ability to communicate financial information to a variety of audiences.
  • Commitment to equity and inclusion.

 DESIRED QUALIFICATIONS:
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA).
  • Executive leadership experience working with faculty and staff in an organized labor environment.
  • Demonstrated service-oriented approach in support of the organization's mission.
  • Experience in an executive leadership role that supports an effective instructional environment that embraces academic freedom and student success.
  • Bi-lingual Spanish/English.
  • An approachable, inclusive, and visible leader and administrator who values and models excellent customer service.
  • Experience with federal grant programs and philanthropic entities.

  • Project Management - Demonstrated experience initiating, implementing, and coordinating multiple projects and priorities while meeting timelines;
  • Personnel Management - Strong and effective interpersonal skills working with faculty, staff, and administration to ensure compliance with state and local policies and procedures;
  • Professionalism - Demonstrated courage to take risks, make difficult decisions, accept responsibility, and be kind; and
  • Advocacy - Demonstrated experience working with staff and students of great diversity in socioeconomic, cultural, and ethnic background, including those with different levels of academic preparation and varying physical and learning abilities.
  • Ability to effectively work together with peers on the executive leadership team, sharing ideas, making decisions, and achieving common goals while respecting diverse perspectives and maintaining a cohesive team dynamic.
