What are the responsibilities and job description for the Solid/Hazardous Waste Facilities Operator position at Grays Harbor County?

This position provides technical assistance to the Director of Utilities and Development in the operation of solid waste and moderate risk waste programs and construction projects. Specialized skills in the processing of moderate risk waste and knowledge of the regulations regarding disposal and shipment of moderate risk waste are required.
Employees in this position may be required to perform portions or all of the duties normally falling under positions within or below this classification depending on current workload and staffing requirements. Other duties may be assigned as required.
Knowledge, Skills and Abilities:
Work is performed both in the office and in the field for extended periods under dirty and uncomfortable situations and in all types of weather and temperature conditions. May lift and carry up to 50 pounds; have exposure to smoke, fumes, etc.

- Provides oversite of the county moderate risk waste facility and waste oil collection programs, outreach for hazardous waste and recycling education.
- Categorizing, labeling, and manifesting of moderate risk waste for transportation and disposal.
- Work with business to provide technical assistance for Small Quantity Generators.
- Provides operation of equipment on solid waste, abatement, hazardous waste, Utility, and recycling projects. (Bulldozers, chippers, excavators, dump trucks, etc.)
- Maintains compliance with State, Federal and other applicable regulations governing Solid and Moderate Risk Waste.
- Work with staff and contractors to complete solid waste and special construction projects.
- Work with inmate crew supervisor to complete litter, solid waste, and utility projects.
- Advises Director of Utilities regarding activities at the Central Transfer Station and landfill.
- Works with the Solid Waste Advisory Committee on implementation of the Solid Waste Management Plan and attend SWAC meetings.
- Works with the County and the Department of Ecology on spill response issues.
- Assist the Director with procurement of division supplies and acquisition of goods and services from vendors.
Knowledge, Skills and Abilities:
- Ability to establish and maintain effective working relations with coworkers, and supervisors.
- Ability to work effectively and courteously with other governmental agencies and the public.
- Ability to manifest, sort, process, and ship moderate risk waste.
- Demonstrated ability to operate heavy equipment.
- Skilled in the use of computers and word processing, database and spreadsheet software.
- Ability to independently manage and work on construction and utility projects
- Ability to work independently and organize workload.
- Skilled in construction project implementation, preventative maintenance, and procurement of materials and supplies.
- Ability to represent the County at State and Local government forums and the ability to speak in public to large groups.
- High school diploma or GED equivalent.
- A valid Washington State Class A Commercial Driver's license and acceptable driving record.
- Ability to obtain and maintain First Aid, CPR, and Defensive Driving certifications.
- Minimum of 2 years' experience working in a Moderate Risk Waste Facility.
- Certification of the following training: 40 hours HAZWOPPER training & 24 Hours DOT Shipping training.
- The County may consider a 2 year associate degree or 2 year technical degree to satisfy the 2 year moderate risk waste facility and certification requirements.
