GIS Technician

Office Location: 4030 SR 43, Suite 103, Kent, OH 44240

Schedule: Monday - Thursday, 34 hours per week

Pay Rate: $23.23 - 29.51 per hour

 

Summary: Work with small public utility water and sewer utility staff to collect and maintain GIS data on the location, condition and history of their assets.  Use a variety of resources and Global Navigational Satellite System (GNSS) data to populate and maintain information in a GIS program, and prepare digital and paper map products for the communities.  Work in the field leading other Utility Mapping Technicians and local community staff to collect data with GPS equipment.  Provide training and technical assistance to individuals and small groups of local government and utility staff on the operation of GPS equipment and uses of GIS applications.

Essential Duties and Responsibilities:

  • Use advanced GIS software to implement and populate geodatabases for local government and small public utility assets; includes converting and adding data from existing CAD files, and georeferencing and digitizing scanned as-built engineering drawings, and converting GIS data from other entities.
  • Work with local government and small public utility staff to compile, organize and review existing drawings and records pertaining to their assets and work with utility staff to identify which information is current or obsolete.
  • Program, operate and troubleshoot Global Navigational Satellite System (GNSS) units and use in the field to collect the geographic coordinates and record other attributes about all above ground assets.
  • Ensure data is backed up properly on a daily basis; ensure metadata is completed or updated before GIS files are externally released; prepare finished digital and paper map products and reports.
  • Use basic functions within ArcGIS Server, and deploy simple web and smart phone applications.
  • Prepare training materials and train individuals and small groups of utility and local government staff in programming and operation of GPS units, transferring data, and using the Internet based GIS application to access and update data.  Continue to provide follow-up training and technical assistance as needed.
  • Follow and implement internal QA/QC procedures and any county, state or local data standards.
  • Serve as leader for small projects and field data collection work when a Utility Mapping Technician and/or local utility staff are assisting.
  • Assist in developing Asset Management Plans, including estimating capital replacement costs and schedules.
  • Research and pilot new service delivery methods, technology, and software.
  • Maintain, upgrade, inventory, and order equipment.
  • Other duties and responsibilities as directed by supervisor.

  • Participate in the team process, both within the department and the corporation.
  • Attend internal and external meetings.
  • Pursue continuous education and professional development opportunities. 
  • Travel out-of-town with occasional overnight stays.
  • May occasionally be required to work in excess of scheduled work hours per week in order to fulfill position requirements. Overtime must be pre-approved by supervisor.

 

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Education:

Bachelor’s degree in GIS Technology, Civil Engineering Technology, Surveying, Geography, or related field with significant GIS-related coursework. Experience may be substituted.  Candidates must have training in the use of ESRI ArcGIS software products.

 

Experience:

One year of work experience, prefer experience working outdoors, may include graduate assistantships and internships. One year of experience using GIS technology and working with MS Word, Excel and the internet.

 

Additional Requirements:

  • Initial and periodic Motor Vehicle Records checks, maintain a valid driver’s license, and maintain a safe driving record.
  • Must have insured, dependable transportation available for daily use.
  • Must submit to state and/or federal criminal checks.
  • Must submit to initial drug and alcohol testing.
  • Ability to be reached by cellular phone during business hours.
