HOURLY RANGE: $33.416 - $45.179
DISTINGUISHING FEATURES OF THE CLASS: The work involves supervising and participating in oversite of an inpatient or outpatient substance use treatment program at the Erie County Medical Center Corporation (ECMCC). The incumbent applies generally accepted techniques of substance use treatment for the comprehensive assessment of treatment needs, the implementation of patient recovery plans, short- and long-term counseling and social network development. The work is performed under the general supervision of a higher ranking administrative and/or professional employee. Supervision is exercised over counselors, aides, peer advocates and support staff. Does related work as required.
TYPICAL WORK ACTIVIES:
Supervises substance use counselors applying evidenced based practices for the implementation of patient recovery plans, structured activities and social network development;
Works cooperatively with other staff members to coordinate treatment services, implement effective programming, and development of staff schedules;
Meets with professional and civic organizations to provide interpretation of substance use treatment concepts and clinic functions;
Assists in the establishment and revision of program policies;
Trains and supervises counseling students, substance use counselors, case aides, peer advocates and support staff;
Serves as a resource person to substance use treatment personnel in advocating, referring and expediting services and activities.

CHARACTERISTICS: Thorough knowledge of the principles and practices of substance use treatment and rehabilitation; thorough knowledge of short and long term counseling techniques; good knowledge of psycho diagnostics and psychodynamics; skill in dealing effectively with patients in a counseling setting; demonstrates competency in conducting process-oriented, education groups, individual/family/collateral sessions and in psychosocial assessments and discharge summaries; ability to engage patients in treatment programs; ability to demonstrate professional etiquette and respect privacy and confidentiality of patients, visitors and co-workers by following ECMCC's HIPPA and Privacy Policies; ability to demonstrate concern, respect and caring for persons internal and external to ECMCC; ability to work collaboratively and identify treatment recovery goals; ability to meet deadlines; ability to express oneself clearly, both orally and in writing; ability to supervise a counseling staff; ability to prepare detailed and concise reports; initiative; dependability; resourcefulness; strong clinical judgment; ability to establish and maintain effective working relationships with a diverse constituency; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and in addition either:
- Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Rehabilitation Counseling, or Social Work or Mental Health Counseling; and one (1) year of supervised work experience providing substance use counseling treatment services; or:
- Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in therapeutic or counseling related field and two (2) years of supervised work experience providing substance use counseling treatment services; or:
- Three (3) years of supervised work experience providing substance use counseling treatment services; or:
- An equivalent combination or training and experience as defined by the limits of (A), (B) and (C).
SPECIAL REQUIREMENTS:
- Possession of a license to practice in New York State as a Licensed Master Social Worker (LMSW), Licensed Clinical Social Worker (LCSW) or Licensed Mental Health Counselor (LMHC) at time of appointment and maintenance throughout duration of appointment; or
- Possession of a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) credential as issued by the New York State Office of Addiction Services and Supports (OASAS) at time of appointment and maintenance throughout duration of appointment; or:
- Possession of a Certified Rehabilitation Counselor Certification (CRCC) at time of appointment and maintenance throughout duration of appointment.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
