Summary
We are looking for an Applications Analyst - Business Analyst (Capital Improvement Planning) who will lead change and deliver value by applying, configuring, and supporting project management-related technology solutions. This role is primarily responsible for working with internal and external partners to define, document, and enable business processes and technology to support the capital improvement program.Job Responsibilities
- You will work with the Director and in collaboration with engineering, operations, planning, and IT to lead teams to run the Capital Improvement Plan and complete projects efficiently
- You will support long-term enterprise-wide CIP efforts, including financial projections and budgets, and diagram current and future states of systems and processes
- You’ll understand and translate the needs of multifaceted users into IT system requirements and configuration and assist contractors and inspectors in using developed processes and document management methods
- You will collaborate with the Director working to support the capital improvement plan and individual capital projects throughout their lifecycle by configuring and training GLWA’s project management information system (PMIS) such as e-Builder, Procore, EADOC, Synchro, FieldLens, etc.; and scheduling solutions (e.g., Primavera P6, Microsoft Project, Smartsheet); creating capital project business cases; leading documents, drawings, and specifications; developing business, engineering, and construction management processes; and related documentation
- You should demonstrate a high aptitude in critical competencies, including technical capability, organization, interpersonal relationships, process management, improvement, written and verbal communication, and creativity.
Knowledge of:
- Project management information and scheduling systems Development and management of CIP documentation
- Construction lifecycle and project management methodologies
- Principles and practices of the functions performed by CIP and information technology groups/teams
Skills To:
- Resolve technology issues for end-users with varying computing skills
- Deliver quality written, presentations, and training, including the ability to make technology understandable to end-users
- Use Microsoft Office products to build professional-quality diagrams, documents, spreadsheets, pivot tables/charts, and presentations
- Develop reports of capital improvement program and project-level budgets, progress, risk, safety, and other related metrics
- Understand financial indicators, such as Return on Investment, Net Present Value, Payback Period, Cost per Customer, etc.
- Use business analysis techniques, such as brainstorming, focus groups, document analysis, interface analysis, interviews, workshops, reverse engineering, process mapping, and job shadowing

- Support the Director and capital project managers in configuring and applying PMIS and scheduling software to meet business, engineering, and construction process needs
Required Education and Experience
- Bachelor’s Degree in Engineering, Construction Management, Information Technology, or related field
- A minimum of five (5) years of related work experience
- An active vendor specific domain “professional”, “expert” or “master” level certification (i.e. Microsoft Certified Solutions Expert: SharePoint, Oracle Certified Professional JAVA SE Programmer or Certified Scrum Master)
- Valid Michigan Driver’s License
- Ability to work irregular hours, commute to GLWA facilities and worksites, and respond to after-hour emergencies and on-call responses

Work is performed within an office, plant environment, remote sites, or other locations within our service area. Employees within this classification may be exposed to dust and electrical connections and frequently work with computer equipment.
