The Greater Cleveland Regional Transit Authority (GCRTA) has an opportunity within the Overhead Department of the Rail Districts Power & Way Section for Line Maintainer 653. The position of Line Maintainer 653 is responsible for the daily and seasonal maintenance of our overhead and underground power lines along the Blue, Green and Red Lines of our Rapid Transit System. We utilize high-voltage electricity from local utility suppliers to provide traction power for our Rapid Transit System.

Detailed Description
Duties: Maintains all overhead power lines, signal cables, and communication cables. Maintains underground power lines. Installs or takes down power line poles as necessary. Restrings and re-tensions power line wires. Checks, adjusts and/or replaces I-beams, T-towers, U-towers. Checks bolts, insulators and replaces worn insulators; Perform Thermography as needed. Fill in for lead line. Test for voltage and grounds on Overhead lines. Instructs and trains Grade 4 Line Maintainer replaces I-beams for pullovers. This position will promote a safe and secure atmosphere, follow all safety and security rules and perform other related duties as assigned.
Job RequirementsMinimum Requirements: Applicants must have a high school diploma or GED. Applicants must have completed technical high school or post high school courses in electrical theory both AC and DC. Applicants must have one and one half (1 ½ ) years of experience working on both overhead and underground power lines. The experience must also involve working on energized lines, installation and take down of power line poles, operation of large and small cranes and backhoes.
Successful candidates will be expected to pass a background check and post-offer physical that is job related and consistent with business necessity.

The employee is occasionally required to lift materials up to 50 lbs. The employee is regularly required to monitor a video display terminal.
Mental Demands: Reading, watching, studying, observing, focused listening. Concentrated attention to detail for prolonged periods of time. Auditing, inspecting, tabulating data, proofreading, analyzing and evaluating.
Additional Information: The performance of these duties may be required at any time of the day or night, any day and night of the week. The position is a bargaining unit position.

Examination Information: The examination process will consist of three parts to include a written examination, performance assessment and/or interview, and record evaluation for internal candidates. The record evaluation will be weighted as 15% of the overall examination score for internal candidates who have passed the written and performance assessment/interview. Record evaluation information should be obtained from the candidates supervisor. Candidates must meet all record evaluation criteria in order to gain the full 15% weighting. Candidates must pass the written examination to be eligible to proceed to additional parts of the examination process required to establish the eligibility for the position. Candidates will become eligible based on the composite scores from each part of the examination process. In accordance with the Merit Systems Rules, internal candidates who become eligible will be given preference over external candidates. Record evaluation criteria may include, but not limited to, an employees attendance and discipline record for one rolling year back at the time of review. If you are currently employed by RTA and if you have not done so already, please submit your Eligibility Certification Form or you will forfeit the potential 15% credit to your overall composite score.
Weights for a final score will be assigned as follows: Weights for a final score will be assigned as follows: External Candidates: Written 50%, Performance Assessment and/or Interview 50%; Internal candidates: Written 50%, Performance Assessment and/or Interview 35%, Record Evaluation 15%. All candidates must score a minimum composite score of 70% in order to establish eligibility for the portion. Internal candidates must meet all record evaluation criteria in order to gain the 15% weighting. Records evaluation information includes a review of the following:
- 5 or more absence occurrences
- 2 or more AWOL or absence control suspensions
- 3 or more active written reminders (regardless of the level)
- 5 or more misses (regardless of whether they are active or not active)
- 4 or more active tardies
- Drug or alcohol suspension
- Commercial Drivers License (CDL) suspension
- Active Decision Making Leave (DML)
INTERNAL CANDIDATES MUST ALSO SUBMIT A PROPERLY COMPLETED ELIGIBILITY CERTIFICATION FOR INTERNAL SELECTION PROCESS FORM (REVISED 4/5/2013) ALONG WITH THEIR APPLICATION.
