Job Summary
Directs the operations of the Procurement Department, overseeing procurement activities in the areas of construction, engineering, rolling stock (trains & buses), equipment, services, materials & supplies. Ensure processes and procurements are efficient, ethical and of consistent quality. Manages and supervises staff of 15 contract professionals within the Department. Responds to inquiries from public officials, vendors and media. Oversee sensitive, complex or urgent procurements. Serves as liaison with the Federal Transit Administration on procurement issues. Prepares department annual budget and monitors spending. Participates in Authority-wide strategic planning process.
Essential Duties & Responsibilities
Continual review of contract policies and procedures, along with contract templates, interacting with legal counsel when updates are required based on regulatory changes impacting future funding sources. Works in partnership with internal/external business partners to increase diversity of vendor database.
Manages and supervises personnel within the Procurement Department, ensuring that the established objectives and performance standards are achieved within budgetary constraints. Ability to communicate senior management objectives, mission, vision and values to all staff to encourage successful outcomes on execution of all projects. Establishes productive communication and cooperation across work unit boundaries to improve core processes. Monitors compliance with policies, procedures, federal regulations and labor contracts. Conducts annual performance appraisals, coaches staff and develops staff competencies in accordance with Performance Management System, Positive Discipline and organizational goals.
Prepares legal resolutions, correspondence and reports for executive leadership, board of trustees and public. Leads staff in monthly presentations of recommended contract awards to Board of Trustees and Executive Leadership
Requirements
- Bachelor’s degree in Business Management, Business Administration, Finance, Procurement, Accounting, or a related field (Master’s degree in Business preferred).
- Seven to nine years of relevant management experience with a proven track record of leadership and strong verbal and written communication skills.
- Comprehensive knowledge of Federal, State, and Local procurement regulations, including Federal Transit Administration requirements.
- Experience in procurement, preferably in the public sector.

Environmental Conditions: This position requires an in-person, regular 40-hour weekday work schedule. This employee will work predominantly in an office type environment.

Selection Process: This is a non-bargaining exempt level position. Merit system rules do not apply. No Eligible list will be established. The selection process will include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.
