JOB SUMMARY
Under the general supervision of the Economic Development Manager, the Long-Range Planner I – Transportation Planner performs professional work of increasing complexity in the planning field using specialized knowledge of the planning field. This planning position will play a key role in the Long-Range Planning Division, focusing on the development and coordination of long-term planning initiatives. This position will work with the Long-Range Planning and Engineering Divisions for integrating transportation planning with the MSD’s Member Communities’ broader planning goals, ensuring that planning and transportation needs support each other. The Transportation Planner will also participate in efforts to identify, write, and manage transportation-related grants to support the city's infrastructure and mobility goals.
MINIMUM EDUCATION QUALIFICATION:
- A Bachelor’s degree in Urban Planning, Transportation Planning, Civil Engineering, Geography, or a related field. Demonstrated 0-2 years of experience in transportation planning or a related field. Internship or related experience in transportation planning is a plus. Understanding of transportation planning principles, multimodal transportation systems, and grant management. Familiarity with GIS software is preferred.

- Must possess a valid and unencumbered Utah driver license.
- AICP Candidate or working toward AICP certification is preferred but not required.

- Transportation Plan Development: Assist in the creation, revision, and implementation of long-range transportation plans, ensuring alignment with our member communities’ comprehensive planning efforts.
- Data Analysis: Collect, analyze, and interpret transportation data to inform planning decisions.
- Research: Conduct research on specific project areas, planning trends, land use regulations, and best practices in urban and rural development. Evaluate community facilities' adequacy in meeting current and projected needs
- Community Engagement: Participate in public meetings, workshops, and other outreach activities to gather input from residents, stakeholders, and community groups. Work with community leaders and partners to mobilize community support.
- Zoning and Land Use: Assist in the preparation, updating, and maintenance of zoning ordinances, subdivision regulations, General Plans, land use ordinances, and other development controls.
- Project Support: Provide support for specific planning projects, including conducting site visits, compiling documentation, tracking project progress, and recommending priorities, schedules, and funding sources.
- Grant Writing and Management: Lead the identification, writing, and management of transportation-related grants, including tracking funding opportunities and ensuring compliance with grant requirements.
- Project Coordination: Collaborate with internal and external stakeholders, departments, regional agencies, to coordinate transportation projects and ensure they align with long-range planning objectives.
- Economic Development Support: Assists the Economic Development Division in identifying long-range community development projects, policies, and initiatives that should be pursued to benefit MSD Member Communities and/or implement master plan recommendations.
- Public Engagement: Participate in public meetings and workshops focused on transportation issues, gathering input from residents and stakeholders to shape planning initiatives.
- Mapping and GIS: Utilize GIS software to create maps and analyze spatial data related to planning and transportation networks, land use, and infrastructure.
- Policy Development: Assist in the development and updating of transportation policies, ordinances, and regulations to support sustainable and efficient transportation systems.
- Report Writing: Prepare and present transportation planning reports, studies, and other materials to decision-makers and the public.
- Collaboration: Work closely with regional transportation agencies, local governments, and community groups to develop and implement transportation plans that support the city’s long-range goals.
- Monitoring and Evaluation: Monitor and evaluate the effectiveness of transportation plans and programs, recommending adjustments as needed.
