Description/Summary

The purpose of the Paralegal position is to act as an executive assistant for the Corporation Counsel and the Assistant Corporation Counsel. This position requires diversified knowledge of office procedures, county and legal procedures, organizational skills and adherence to strict confidentiality. The position requires the ability to work under stressful situations involving task coordination, monitoring deadlines between other departments/agencies and the Corporation Counsel’s Office, performing legal research, preparing memoranda and drafting of legal documents.

ESSENSTIAL DUTIES AND RESPONSIBILITIES including the following:

  • Provide technical, administrative and clerical services and support.
  • Draft legal documents as needed and requested including guardianship petitions, legal notices, guardianship and mental health orders and certification for attorney review.
  • Perform legal research as needed and requested and provide memoranda and legal documents in completed form.
  • Perform office assistant duties such as composing correspondence, data processing of compiled information, answering phone, filing, maintaining a system for deadline coordination, and updating and maintaining appointment calendars.
  • Screen phone calls and walk-ins to determine if the nature of the inquiry falls within the office jurisdiction.
  • Create draft and final administrative hearing documents, including Green County Code, worker’s compensation, unemployment compensation and discrimination cases; and union contracts; including labor grievances, collection letters, ordinances, legal opinions, reports and other legal documentation.
  • Plan, coordinate and monitor legal document service of process for legal proceedings.
  • Draft, independently, replies to general inquiries and correspondence.
  • Coordinate tasks and meet statutory deadlines with minimal amount of supervision.
  • Perform case preparation tasks; such as preparing exhibits, assembling trial files, scheduling pre-proceeding interviews and other trial tasks as assigned.
  • Monitor mental health cases for follow-up activity and coordination after an initial entry into the Circuit Court system.
  • Compile statistical data, record keeping and developing reports of activity regarding mental health, guardianships, protective placements, collections, labor problems, and civil litigation.
  • Update statistical records, coordinate and implement protective placement reviews to be done annually in conjunction with statutory law.
  • Enter supplements and updates into the Corporation Counsel’s office law books and computer and ensure that legal bulletin information is maintained current and easily accessible.
  • Compose, under supervision, collection letters relative to fees owed Green County and relief/assistance paybacks and monitor regularity of payments and submit delinquent accounts to the Clerk of Court for submission to the tax intercept program.
  • Develop, advise and monitor the annual office operating budget.
  • Supervise the ordering of office supplies and materials needed for office use.

? Update Green County Code as a result of County Board decisions and send updated versions to staff with Green County Code Books.

Qualifications

EDUCATION and/or EXPERIENCE

  • Paralegal Associate Degree, preferred.

3 or more years’ experience as a paralegal or equivalent work.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Notary public commission, or ability to become a notary public within 6 months of hire.
  • Valid driver’s license.

  • Ability to add, subtract, multiply, divide, calculate percentages, fractions and decimals.
  • Ability to calculate figures and amounts such as tax, interest, etc.
  • Ability to interpret basic descriptive statistical reports.

REASONING ABILITY

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several variables in standardized situations.

While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit, and use hands to finger, handle, or feel. The employee is occasionally required to reach with hands and arms, climb or balance, stoop, kneel, crouch/crawl, and taste/smell. The employee must occasionally lift and/or move up to 25-50 pounds. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.
While performing the duties of the position, the employee is in an indoor, controlled temperature setting. The noise level in the work environment is usually moderate.
