JOB DESCRIPTION
The Housing Assistance Director is responsible for the overall leadership, management, and coordination of the Housing Assistance Program.
KEY RESPONSIBILITIES
- Be an advocate for the Mission and Vision set forth by CAPNCM.
- Responsible for achieving or exceeding the overall goals of the program.
- Assist in developing and implementing a planning process, including work plans and budgets, and preparing refunding applications for submission to funding sources. Develop and update, as necessary, the project organization structure, including job descriptions, lines of authority, and accountability.
- Develop and monitor budgets for all project funds and ensure that expenditures are within budget allocations. Prepare all reports for the department, as well as submit reports through HUD’s secure systems.
- Ensure that adequate program and participant records are maintained and that required reports (including CAPNCM and funding sources) are submitted as required.
- Responsible for implementing Agency policies (including personnel, fiscal, planning, etc.) within the project and for complying with funding source requirements.
- Stay informed about project related legislative and technical developments. Keep senior management and project staff informed of developments.
- Select, orient, train, and evaluate work of subordinates. Assign, schedule, and review their activities.
- Determine final eligibility of program participants.
- Receive applications and place on waiting list, send letter of eligibility or rejection, and check on preferences. When an applicant’s name reaches top of waiting list, send notification letter to applicant.
- Establish and maintain effective working relationships between program staff and other CAPNCM personnel, government entities, relevant community agencies, public officials, and funding sources.
- Assist in planning, directing, and participating in a public information program to ensure that the area is aware of the purpose and goals of the program.
- Oversee the integrated income data available from one source via the internet to prove income verification during the required income reexaminations through the Enterprise Income Verification System (EIV).
- Assist Housing Development Department with inspections for Quality Control, as needed.
- Advise the Executive Director on all project planning and policy matters.
- Advise the Public Housing Authority Committee on planning and policy matters.
- Responsible for ongoing monitoring and evaluation of program effectiveness, including goal achievement and program impact.
- Active involvement in at least one (1) civic, educational, or service group is preferred.
- Keep work area neat and clean in appearance.
- Participate in training activities as deemed necessary by supervisor.
- Perform additional duties as assigned by supervisor.
QUALIFICATIONS
- Bachelor's Degree in Planning, Business Administration, Finance, Management or related field from four (4) year college or university preferred; Associate’s Degree required or four (4) years related experience and/or training or equivalent combination of education and experience.
PREFERRED SKILLS AND EXPERIENCE
- Knowledge of CAPNCM’s purpose, goals, mission/vision, policies and procedures, and resources.
- Knowledge of basic management theory, practices and methods, with at least two (2) years of experience in their application.
- Knowledge of program area obtained through at least three (3) years of experience.
- Ability to prepare funding proposals and budgets.
- Knowledge of all laws and funding source regulations applicable to the program.
- Ability to train and develop subordinates.
- Ability to effectively coordinate program with other Agency programs.
- Ability to speak effectively in public.
- Possess a valid, current Missouri driver’s license and provide proof of insurance.

SHIFT
- Full-time position, 36 hours per week, Monday – Thursday 7:30am – 5:00pm.
