Greene County - Lewis A. Jackson Regional Airport Manager (KGDK)
The Greene County Regional Airport Authority is seeking applicants for the on-site, hourly (average of 32 hrs/wk) position of Airport Manager due to retirement of the previous manager. This position reports to the Airport Authority Board. The Airport Manager is responsible for the growth, development, and orderly operation and management of the airport, and for compliance with all applicable FAA, state, and local requirements.
Greene County - Lewis A. Jackson Regional Airport is a public use airport located outside Xenia, in Greene County, Ohio. It is 10 nautical miles east of the central business district of the city of Dayton.
The airport is owned by the Greene County Regional Airport Authority. It underwent a significant expansion in 2005, adding runway and taxi length as well as service buildings and roads. The airport underwent significant improvements again in 2016, including runway resurfacing, a new run-up apron for runway 25, new 75,000 sq/ft ramp, and new corporate box hangars. In 2018, the runway length was increased from 4,500 to 5,004 feet. In 2020, the Greene County Career Center opened their new A&P training facility/hangar on the airport. In 2022, the airport received a $400,000 grant to upgrade its terminal, including expanding the lobby, updating the pilots lounge, and renovating the HVAC system. The airport had several upgrades throughout 2023 and 2024, including expanding airport parking.
MacAir operates as the FBO, maintenance facility, and training provider on the airport. The United States Air Force School for Aerospace Medicine has a contract with MacAir to utilize the airport to train medical personnel. The airport also hosts the Air Camp, which teaches students about aviation technology through STEM-focused activities.
MacAir has also partnered with Sinclair Community College to provide the college's aviation students with training.
The airport manager oversees the daily operations of KGDK, emphasizing safety, security, and regulatory compliance. Responsibilities include managing airport facilities, ensuring adherence to federal, state, and local regulations, and providing accurate information to regulatory agencies such as the FAA and ODOT. The manager is responsible for securing the airport, responding to emergencies, conducting daily inspections of runways and fuel, and managing wildlife to ensure safe flight operations. The manager is responsible for timely and professional communications with airport tenants, the fixed base operator, and the Airport Authority Board. Additionally, the manager works with the Airport Authority Board to develop and update airport programs, policies, and procedures, coordinate procurement of goods and services, and shall be responsible to assure the safety of persons, aircraft, equipment, and property at the airport. Independent judgment and initiative are required with experience in the operation and maintenance of a regional airport.
This position will be hired as an independent contractor to the Airport Authority and not a County employee, consequently the independent contractor will be responsible for provision of benefits as appropriate.
Responsibilities
- Manage and oversee the day-to-day operations of KGDK with a focus on safety, security, and regulatory compliance.
- Operate and maintain KGDK in accordance with lease agreements and all federal, state, and local rules and regulations.
- Provide accurate airport information to FAA, ODOT, and other regulatory and airport reporting agencies.
- Respond to after-hours emergencies, incidents, inquiries, requests, etc.
- Perform daily runway inspections, report discrepancies, and coordinate maintenance activities.
- Perform daily building, airport, and perimeter inspections and coordinate maintenance activities.
- Issue and monitor all Notices to Air Missions (NOTAMS) per FAA guidelines.
- Activate and assist contractor with snow and ice removal as needed.
- Coordinate with the Airport Authority for the procurement of goods, contracted services, and supplies.
- Manage equipment maintenance schedules and ensure equipment is maintained.
- Operate airport trucks as needed, sometimes working in extreme weather conditions.
- Complete accident and incident reports as needed.
- Work with the Airport Authority to develop and execute plans for growth and development in accordance with the master plan and airport layout plan.
- Recruit and retain tenants to ensure available hangar space is leased.
- Coordinate with the Airport Engineers to oversee grants, construction and renovation projects, project reporting, and reporting to sponsors and FAA as needed.
- Organize and attend monthly Airport Board meetings.
- Develop annual operating budgets.
- Oversee the processing and tracking of airport revenue and expenses.
- Manage and liaise with KGDK tenants, lessees, customers, and visitors.
- Manage hangar tenants, payments, and waitlist.
- Update airport web page as needed.
- Liaise with the Airport Authority and County officials regarding media, public relations, and local events.
Requirements
- Bachelor's degree in a related field to the area of assignment.
- Five years of management experience in airport or airlines operations, or other related airport or economic development related field, or any equivalent combination of experience and training.
- The ability to write clear and concise reports.
- Ability to communicate tactfully and effectively both verbally and in writing.
- Knowledge of basic accounting, inventory control, public relations, marketing, and computer skills.
- Position requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities.
- Must be able to lift, push, pull, and carry objects weighing up to 40 pounds.
- Position requires both indoor and outdoor work in all seasons.
Experience with general aviation operations (piloting, maintenance, management, business) is strongly desired. Holding or previously holding at least a private pilot certificate with instrument rating is desired.
Hours will be set by the contractor as needed to meet requirements, with a general expectation of a regular weekday schedule that is communicated to the Board.
Expected salary range is $60,000-90,000 per year, based on approximately 32 hours per week.
