Job Opening: Vice President of Voucher Administration

Under limited supervision, responsible for leading planning, organizing, directing, and managing all aspects of the Housing Choice Voucher Program (HCVP), including ensuring compliance with all regulatory requirements, developing and implementing internal policies and procedures, modernizing and streamlining workflows, and providing written and verbal reports. Leading the Division and collaborating with Executive Leadership to develop department goals and initiatives, to design new programs and approaches, and to assess and improve progress.

Developing the annual HCVP division budget and monitoring financial results on an ongoing basis. Leading and directing the Division’s leadership team in supervising and administering all aspects of program operation including monitoring utilization levels, determining payment standards, calculating rent, assessing field inspection quality, overseeing client case management, housing stability, participant outcomes, landlord engagement and recruitment, maintaining good landlord relations, and assuring compliance with HUD requirements.

Responsible for managing and understanding data in all database systems used by the HCVP operations including HUD’s Public and Indian Housing (PIH) Center (PIC), Voucher Management System (VMS), and Two Year Forecasting Tool; Yardi Software and all other systems in operation or under development. Oversees the Department’s business processes, including the development of efficient and effective workflow, quality assurance, and provision of appropriate technical support for program staff. Assigning, leading, training and auditing the work of staff; recommending merit recognition, promotions and disciplinary actions, adjudicating grievances; recruiting, coaching, counseling, and evaluating staff performance. Reports to the Chief Operating Officer. Must exercise considerable initiative, independent judgment, and attention to detail in performing the duties of the position. (This is an exempt position under FLSA).

MINIMUM TRAINING AND EXPERIENCE

Bachelor's degree in business or public administration, public housing or related field, and 3 to 5 years of administrative experience in housing, real estate and/or HUD related programs, or any equivalent combination of training and experience, which provides the required knowledge, skills and abilities. Certification as a Housing Choice Voucher Program Specialist, Certified Voucher Specialist preferred.

SPECIAL REQUIREMENTS-Possession of a valid driver's license issued by the state of North Carolina and maintaining a good driving record.
