Position Summary (Primary Function)
Provides strategic leadership and administration of the facilities department for GSP Airport District. Manages all airport physical assets including facilities, buildings, utilities, vehicles, equipment, grounds and airfield infrastructure. The Director of Facilities and Asset Management maintains strong relationships across the organization and is highly collaborative and communicative with other departments, tenants and airport users regarding asset management plans and activities. The Director of Facilities and Asset Management also assists and works closely with other District leaders to successfully execute the airport?s Capital Improvement Program. The Director also provides leadership and management on other capital projects and capital purchases within the facilities department through direct reports and team members.
Responsibilities (Essential Functions)
- Ensures a safety-minded culture within the department and supports the District?s safety initiatives throughout the organization.
- Responsible for environmental policy compliance and oversight for the District.
- Establishes policies and procedures for efficient and effective asset management of the District?s physical assets over their entire life cycle.
- Responsible for monitoring trends and analyzing data to make recommendations and decisions related to asset management.
- Develops long term strategic plans for asset management including rehabilitation, refurbishment or replacement when needed.
- Manages through direct report managers and supervisors, employees performing a wide variety of maintenance tasks, including but not limited to, alterations, repair, installations, inspections, custodial and preventive maintenance.
- Responsible for ensuring the supervision of outside contractors hired to perform contract services.
- Monitors facilities, equipment and grounds for maintenance needs; assigns work, inspects work in progress to ensure compliance with safety, plans and specifications, building code requirements and acceptable standards.
- Responsible for the accuracy of payroll and attendance records for the facilities department.
- Responsible for reviewing and approving departmental disciplinary actions.
- Receives and investigates complaints from the public and airport tenants concerning airport conditions and assigns staff to correct the conditions.
- Work with facilities managers and supervisors in the development of preventative maintenance and safety programs.
- Prepares specifications for new equipment and assigned projects.
- Reviews drawings and specifications for all airport construction projects. Assists in monitoring ongoing construction to protect the District?s interests.
- Responsible for the maintenance of airfield runways and taxiways to ensure that the airport is in compliance with 14 CFR Part 139.
- Responsible for the training program for the airport facilities department; evaluates and establishes training requirements needed for the development of facilities personnel.
- Responsible for the preparation and administration of the facilities department operating budget.
- Reviews invoices to ensure expenditures are applied to correct cost centers.
- Responsible for implementing snow and ice removal activities according to the Snow and Ice Control Plan.
- Responsible for hazardous and universal waste management and record keeping.
- Responsible for the compliance of various environmental regulations and management of environmental permits.
- Other duties as assigned.
