Typical Hiring Range: $26.72/hr. to $33.70/hr.

Position Summary (Primary Function)

This is skilled firefighting work in combating, extinguishing and preventing aircraft, structural, ground equipment, and other fires: in answering emergency calls, and in operation and maintenance of fire department equipment, apparatus and station facilities. Work involves training for and participating in duties of protecting life and property by firefighting and rescue activities. Lieutenants are required to participate in the operation of apparatus and the performance of hazardous tasks under such handicaps as smoke and cramped surroundings. Although firefighting and rescue work are the most difficult and responsible areas of activity, the major portion of time is spent in routine duties in the care and maintenance of fire department property and equipment, training and studying methods, techniques and organization. Specific orders and directions are given by the Battalion Chief or Deputy Chief, but the work requires initiative and a thorough individual understanding of firefighting methods.

Responsibilities (Essential Functions)

  • Responsible for leading and mentoring personnel under their command and ensuring compliance with rules, regulations, and orders of the chief officers.
  • Respond to a variety of rescue calls to include aircraft rescue, medical, high angle rescue and confined space rescue. Respond to motor vehicle accidents with entrapment requiring complex use of tools to remove victims from the wreckage.
  • Ensure the station apparatus, equipment and spare equipment are maintained in good condition and ready for service at all times.
  • Responsible for ensuring all daily, weekly, semi-annual and annual vehicle and equipment inspections are completed.
  • Responsible for prompt and proper completion of required reports.
  • Assist in the implementation of the Airport Emergency Plan and respond accordingly.
  • Responsible for the training and proficiency of personnel.
  • Responds to all calls dispatched to, both on and off District property.
  • Responsible for navigating, operating the audible warning devices, listening to and responding to radio communications and being the second set of eyes watching for traffic hazards.
  • Has overall responsibility to ensure the safe response and arrival of crew and apparatus when riding in the Officer’s seat.
  • Assist or conduct all fire prevention classes and inspections while on shift.
  • This position requires uncommon tours of duty to include but not limited to weekends, holidays, rotating shift assignments and overtime duty.
  • Will be subject to recall after normal duty hours.
  • Perform other duties as assigned.

Education Requirements (Evaluation Factors: Skills, Education, Experience, Ability)

  • High School Diploma or GED required.
  • Excellent verbal and written communication skills.

Experience Requirements

  • Five years of recent firefighting experience.
  • Two years ARFF experience.

Special Knowledge, Skills, And Abilities

  • Proficiency in the use of a personal computer is necessary, including skills in Microsoft Word, Excel, or Windows.
  • This position requires skills in prioritization, organization, verbal communications and interpersonal relations, and the ability to manage multiple projects simultaneously.
  • A thorough working knowledge ARFF and fire service operations.
  • Ability to train and supervise others.
  • Be able to maintain required training certifications.
  • Ability to work under a unified command system.
  • Be able to successfully complete both an annual occupational fitness evaluation and an annual occupational medical evaluation in accordance with NFPA 1582 standards, designed for the performance and requirements of the job. Must be able to maintain standards year-round.
  • Hold an Airport driver’s permit and be able to drive all fire department vehicles including those with automatic or manual transmissions.

Supervisory Responsibility

  • Directly supervises Firefighters assigned to shift.
  • In absence of the Battalion Chief, has direct operational supervision of shift personnel.

Licenses Required

  • Valid Class E South Carolina driver’s license or equivalent or ability to obtain within six months.

Certifications Required

  • IFSAC Firefighter 2 or equivalent with ability to obtain reciprocity within six months of hire.
  • IFSAC Aircraft Fire Fighter or equivalent with ability to obtain reciprocity within six months of hire.
  • IFSAC Hazardous Material Operation Level or equivalent with ability to obtain reciprocity within six months of hire.
  • IFSAC Fire Officer 1 or equivalent with ability to obtain reciprocity within six months of hire.
  • Pump Operations 2.
  • Must complete GSP Airport Fire Fighter training within six months of hire.
  • SC Basic EMT or NREMTI-300 Advanced ICS or ability to complete within twelve months of hire.

Minimum Qualifications or Standards Required to Perform Essential Job Functions

To perform this work successfully an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Moving equipment such as fans, rescue gear, axes, pike poles, K-12 saw, hand tools and hose lines to the fire area wearing full turn out gear.
  • Entering aircraft to perform engine shutdown, emergency egress of passengers and crew members and or aircraft firefighting.
  • Breaking through a roof while on a ladder or a pitched roof.
  • Using axes, chain saws, hand saws, pike pole and other power equipment sometimes in confined areas.
  • Rescuing a victim from a roof or window using ladder.
  • Moving victims from a damaged automobile or collapsed buildings.
  • Fighting fire for extended time periods and conducting lengthy extrication procedures (automobile pileups, industrial fires, plane crashes) often in awkward positions.
  • Working over head for extended periods of time during ventilation, salvage and overhaul
  • Firefighting tasks with increased fatigue.
  • Added weight of SCBA and breathing apparatus restricting movement.
  • Working with decreased visibility.

Hazards

  • Exposed to fall hazards from climbing ladders or stairs; exposed to burn and smoke/gas inhalation hazards from working around fires and/or combustible materials; exposed to electrical shock hazards, especially if working around electrical lines; exposed to fast moving traffic at MVA scenes.

Cognitive/Psychosocial Requirements

The following mental/psychosocial functions are considered essential for the performance of the duties of this position:

  • Cope with and perform under chaotic and emergency situations; guide and communicate with victims who may be distressed, incoherent, English-limited, or who may be children.
  • Ability to maintain focus on task while integrating information from multiple, simultaneous sources such as radio communications, and communications from fellow Fire Fighters.
  • Adapt quickly and efficiently to changing, priorities, tasks, emergencies and environmental circumstances.
  • Cope with heights; ability to ascend and descend ground and aerial ladders.
  • Ability to work and cooperate with a close-knit team.

Interpersonal Communication

  • Requires the ability to communicate with people to convey or exchange professional information.

Motor Coordination

  • Requires the ability to utilize job related equipment in the course of accomplishing job duties and tasks associated with respective primary duties. Firefighters assist in general maintenance of tools, apparatus and quarters as directed.

Interpersonal Temperament

  • Requires the ability to interact with people (i.e. staff, supervisors, general public and elected officials) beyond giving and receiving instructions. Must have the ability to establish and maintain effective working relationships with other employees, firefighters and the general public.

Safety

  • Use of property safety gear, procedures and equipment. Remain aware of hazards and dangers during emergencies, learn and consistently practice safety in all operations.
  • Exposed to heat, cold, rain, snow and a noisy work environment.
  • Lieutenants ensure personnel comply with inspection and safety programs and demonstrate a continued interest in the welfare of the department and its activities.

Other Requirements

  • Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State, and GSP Airport District requirements.
