In this position you will perform appraisals and mass appraisals of commercial property and other complex properties for ad valorem tax purposes. Bachelor’s degree required. Certified general or certified general mass is the minimum licensing required.
General Description
The purpose of this class within the organization is to fairly value real estate by recognized principles and techniques, which includes land, agricultural products, and improvements for tax purposes.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Essential Functions:
Performs appraisals and mass appraisals of commercial property and other complex properties for ad valorem tax purposes.
Inspects, appraises and evaluates improved and unimproved land/lots and new construction, measures and sketches new improvements, performs property splits/combinations and value allocations, was well as examines commercial properties every five years for reassessment, as denoted in the SC Code of Laws.
Receives and responds to public inquiries and complaints regarding property taxes, appraisals and assessments.
Inspects and values new improvements found while working permits.
Processes current tax year appeals from property owners.
Research income and expense characteristics.
Verify commercial sales including income, expense, vacancy, and capitalization data.
Verify details of leases and offerings for lease.
Develop land and income statistical models for reassessment, based on verified sales and leases.
Review appraisal reports prepared by others.
Prepare written reports that contain complex mathematical and appraisal concepts in conformance with state and federal standards.
Communicate complex concepts in refute with appellants in a convincing and professional manner.
Special Certifications and Licenses:
South Carolina Real Estate Appraisers License.
