Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Resources operational support services to Federal, State, and Local civilian and defense agencies, is seeking to hire a Labor Relations Specialist to support our clients within Loudoun County, which is located in Leesburg, VA.

Essential Duties and Responsibilities

Serve as the Loudoun County Labor Relations Administrator (LRA) to administer provisions of the County’s Collective Bargaining Ordinance (CBO), including the process for certification and decertification of exclusive bargaining representatives, resolving labor management disputes (i.e., unfair labor practice disputes) as defined in the CBO, and assisting with the selection of mediator(s) and/or arbitrator(s) as needs arise under the CBO or under any collective bargaining agreement (CBA).

Collective Bargaining Ordinance Administration: Contractor shall provide comprehensive collective bargaining ordinance administration services including the following:

  • Establishing standardized procedures necessary for administering the CBO consistent with the CBO and any applicable law.
  • Determining Sufficiency of Showing of Interest Petitions.
  • Conducting Certification and Decertification Elections.
  • Records Retention and Notifications

Labor Relations Neutral: Contractor will act as a third-party neutral to resolve unfair labor practice disputes arising under the CBO. All determinations and interpretations of the CBO are to be in strict compliance with the Virginia cannons of statutory interpretation.

  • Make Determinations Concerning CBO Interpretation.
  • Unfair Labor Practice Determinations: Contractor shall attempt to resolve unfair labor practice claims brought by the County or an employee organization.
  • Facilitate Resolution of Bargaining Impasses: Contractor shall provide the following services upon the mutual request of the parties during CBA negotiations:
  • Serve as a neutral factfinder for impasses over financial matters.
  • Serve as an arbitrator for interest arbitration in the event of impasses over non-financial matters.
  • Issue final written reports detailing factual determinations, and recommendations supporting the award, in accordance with factors and requirements identified in the CBO.

Customer Service Standards and Communication: During Contractor’s performance under the Contract, Contractor shall meet the following customer service standards and communication requirements:

  • Provide courteous and prompt service to the County and employee organizations.
  • Acknowledge the receipt of all correspondence, petitions, claims, etc., within one (1) business day, or sooner.
  • Meet with the County and exclusive bargaining representatives on an annual basis, if requested, to review CBO administration accomplishments and areas for improvement.
  • Avoid ex-parte communications, with the exception of general contract administration discussions with designated County staff.
Requirements:

Job Requirements and Experience

  • Bachelor's degree, preferably in human resource management or related field or equivalent combination of education, training, and experience.
  • 10 years of experience in a position of responsibility.
  • Ability to obtain and maintain the required background investigation.
  • Experienced in administering processing certifications and decertifications of exclusive bargaining representatives, resolving unfair labor practice disputes, and assisting with the selection of mediator(s) and/or arbitrators as needed.
  • Experienced in supporting Collective Bargaining Ordinance Administration and providing comprehensive collective bargaining ordinance administration services.
  • Experienced in acting as a third-party neutral to resolve unfair labor practice disputes arising under the CBO.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, counseling, and negotiation skills.
  • Proficient with Microsoft Office Suite or related software.
  • Candidates selected to move forward must provide a copy of two (2) examples of labor arbitration opinions they have written. The copies may be redacted to protect confidentiality of the parties. One opinion must provide an award in favor of management, and one in favor of labor. Ideally, the opinions should have been issued within twenty-four (24) months.

  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.

About Loudoun County, Virginia’s Collective Bargaining Ordinance (CBO)

Loudoun County is governed by a nine (9) member Board of Supervisors, who appoint a County Administrator. The County Administrator is responsible for overseeing the day-to-day operations of the County, which includes a full range of associated governmental services, including, but not limited to public safety, mental health, transportation, courts, corrections, libraries, parks and recreation, and juvenile detention, and public assistance programs. Loudoun County employs approximately 4,665 employees (excluding temporary employees working fewer than 1,000 hours per year) and operates several services twenty-four hours a day, seven days a week (24/7), with many of its employees working rotating schedules. Loudoun County services a constituent population estimated at 446,530 residents with an annual budget of $6.9 billion (the total for the county government and school system for Fiscal Year 2025).

At its December 7, 2021 meeting, the Loudoun County Board of Supervisors approved the CBO that is effective immediately. The ordinance establishes the authority for Loudoun County to recognize, bargain with, or enter into a collective bargaining agreement with a labor union or employee association as a bargaining agent for eligible Loudoun County government employees in the fire and rescue, labor and trades, and general government bargaining units.

The County has two (2) bargaining units that have certified exclusive bargaining representatives. The Fire and Rescue bargaining unit is represented by the International Association of Fire Fighters. The General Government bargaining unit is represented by SEIU Virgina 512. The County’s third bargaining unit, Labor and Trades, rejected the certification of an exclusive bargaining representative during an election in March 2024.
