Job Description:
- 84 months of experience in Information Technology supporting complex software systems or applications and providing written communications to business owners, IT program team members, and management.
- 84 months of client focused business analysis experience analyzing complex business processes and converting these into verified and validated functional and non-functional requirements for continuous integration and deployment.
- 84 months of experience in researching, reviewing, and evaluating technical specifications for compliance with business objectives and managing requirements including creation of Requirement management plans, Requirement traceability matrix, establishing requirements baseline and managing change control.
- 84 months of experience on projects analyzing, extracting, transforming, and documenting legacy systems' functionality, system logic, business rules, and context diagrams.
- 72 months of experience facilitating requirements gathering sessions using focus groups, user interviews or subject matter experts and serving as the liaison between business users and developers to ensure requirements are understood, conveyed and met.
- 60 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).
- Bachelor s degree or Masters degree with coursework in Information Technology, Business or Public Administration, Project Management and/or Communications

Detailed Job Description: New York State Department of Health (NYDOH) Office of Health Insurance Programs (OHIP) intends to migrate the Medicaid complex population (which includes all non-MAGI and some MAGI-like programs) from its current legacy system to a new system that leverages proven frameworks and modern technologies. The Systems Analyst will work closely with the Medicaid Eligbility and Client Management System (MECM) program staff, vendors and other stakeholders in the development of the system. The Systems Analyst will evaluate, analyze, communicate and validate requirements for the MECM.
