We are hiring for a full time Licensing Supervisor.
The Foster Care Licensing-Records Supervisor plays a critical role in overseeing the Licensing Department Program. Working in collaboration with Foster Care and CTH Directors, the supervisor coordinates and supervises the Field Licensing Specialist and Licensing Records Specialist to fulfill the agency’s mission and foster care placement goals.
Position responsibilities include, but are not limited to, reviewing and submitting licensing packets, ensuring that background checks and requests for fire and health inspections are submitted in a timely manner, maintaining databases, and managing the licensing/re-licensing process, client and foster parent files. As well as Program Management, Home Inspections and Compliance, Records Compliance, Budget Monitoring and Support, Training and Professional Development for licensing staff, and Maintaining Community Relations.

Essential Duties And Responsibilities
The essential functions include, but are not limited to the following:
Program Management
- Achieving and maintaining the agency’s licensing capacity goals.
- Recruiting, hiring, training, evaluating, and supervising employee/s within the licensing department.
- Ensuring compliance with all agency, state, and licensing standards.
- Ensuring compliance with licensing policies and procedures.
- Implementing recruitment and retention strategies, licensing, and re-licensing processes.
- Responsible for managing all aspects of the records management system and other records documentation to include entering data, ensuring all records are in order and consistent with standards and regulations, ensuring proper onsite and offsite storage, performing regular audits of records and files, and reporting audit findings to appropriate team members.
- Facilitate record audit/review process throughout the organization to ensure compliance with documentation requirements,
- Fulfill request for copies of client files or other documents by referring agencies, regional employees, or other authorized outside entities.
- Coordinate and/or facilitate trainings with staff regarding documentation, records procedures, and data base as necessary and appropriate.
- Serves as the head SYSTEM ADMINISTRATOR for our EMR system.
- Assists in gathering/submitting documentation for all external audits/reviews.
- Planning, monitoring, and evaluating the annual budget and monthly expenditures.
- Providing general support to licensed families in relations to initial and re-licensure issues.
- Developing and implementing in-service training programs licensing staff.
- Monitorship of required training for current licensed home and potential licensed homes to ensure regulatory compliance.
- Maintaining cooperative relationships with community agencies and referral sources.
- Representing the agency at events and meetings as needed.
- Performing any other duties as assigned.
Field Licensing Specialist, Licensing Medical Records Specialist
Minimum Qualifications (Knowledge, Skills, And Abilities)
- Associate’s degree required with preferred field of study in social work or a comparable human service field (Bachelor’s or Master’s degree preferred).
- A minimum of 3-5 years’ of experience, preferably in family foster care or kinship, care highly preferred.
- Strong skills in hiring, supervising, time management, and budgeting.
- Experience with electronic document management systems is required, as is the ability to use and manipulate spreadsheets.
- Must have excellent oral and written communication skills and should have the ability to analyze data and workflow processes.
- Must be able to work independently with minimal instruction and possess highly effective organizational and time management skills.
- Should be familiar with contract or regulatory environments and must be able to identify and help facilitate changes in standards as necessary.
