What are the responsibilities and job description for the PAC Manager position at Growth Energy?
POSITION SUMMARY:
The PAC Manager will be responsible for day-to-day activities of Growth Energy’s Political Action Committee including fundraising from our grassroots supporters, disbursement of PAC contributions, Federal Election Commission reporting, budgeting, and PAC governance. They will manage all planning and operation of the PAC to support the Association in achieving its public policy objectives. The PAC Manager will support the Government Affairs department to organize and maintain the most up-to-date financial data to operate the PAC successfully. The Manager will work with the Government Affairs team to develop and implement internal processes related to PAC regulatory compliance. The PAC Manager will also be tasked with creating and preserving documents and records related to PAC administration.
Additionally, the PAC Manager will direct, coordinate, and manage the Association’s member fly-ins. This includes scheduling meetings with Capitol Hill offices, coordinating and booking hotels, meeting spaces, and venues, as well as helping prepare agendas and necessary documents.
This position may also perform some limited lobbying to help support the goals of the Association and the broader government affairs team.
This position is based in D.C. and reports directly to the Director of Government Affairs and does not require any supervisory responsibilities. Experience with managing or directing a PAC along with fundraising and event planning are highly desirable skills. Light travel is expected for this role.
PRINCIPAL DUTIES:
- Manage and coordinate a comprehensive fundraising strategy for the Association’s PAC
- Ensure the timely and accurate completion of required reporting with the Federal Election Commission.
- Manage the PAC database and work with team to maintain data and follow best practices.
- Manage the PAC budget development and support throughout the election cycle.
- Manage the preparation of materials for PAC board meetings and development of meeting minutes and other reports.
- Direct and coordinate Growth Energy’s Congressional fly-ins, including logistical, venue, and meeting scheduling.
- Work directly with the Director of Government Affairs and the broader Government Affairs team on day-to-day operations of the department with a focus on PAC management, and Congressional fly-ins.
- Maintain a working knowledge of key ethanol industry policy and regulatory issues, serving as a resource to Congressional staff.
SECONDARY DUTIES:

POSITION SPECIFICATIONS:
- Training/Certifications
- Bachelor’s degree;
- Two or more years in related professional work setting.
- Essential Skills & Knowledge
- Prior experience in PAC administration, including disbursements and compliance preferred;
- Experience in political fundraising or political campaigns preferred;
- Strong event planning experience preferred
- Knowledge of the political and legislative processes;
- Basic knowledge of federal election laws and regulations;
- Experience in agriculture or liquid transportation fuels policy is highly desirable;
- Strong verbal and written communication skills and proficiency in Microsoft Office: Excel, Outlook, PowerPoint, and Word.
