POSITION OVERVIEW:
The USDA Foods Program Manager, under the direction of the Sr. Director – USDA Foods Program oversees the day-to-day operations of assigned USDA State Contracts. The USDA Foods Program Manager works directly with State Agency personnel, and school district partners, to provide value-added services that in maximum utilization of entitlement monies, direct delivery USDA Foods, and Further Processed USDA Foods. The USDA Program Manager will utilize available data to conduct analyses and provide recommendations to improve overall services.
PRINCIPLE RESPONSIBILITIES:
- · Collaborate with the State Agency on the management of the USDA Foods Program
- o Conduct regularly scheduled meetings (weekly/monthly) with the State Agency, create agendas for monthly meetings, and supply follow-up notes after each meeting outlining tasks and due dates.
- o Attend and collaborate with the State Agency on advisory meetings, training etc. and preparation of documents needed for the meeting.
- o Manage the fees associated with the State Agency and participating agencies.
- · Manage all aspect of the USDA Foods Program for the State Agency Contract
- o Maintain member district TLS data, direct delivery, Fee for Service, and Farm to Schools inventories as applicable.
- o Review annual utilization and provide recommendations to the State Agency for annual diversions. Review annual truckload requests and collaborate with GSF Operations team to ensure equitable distribution of inbound truckloads.
- o Maintain inventory of USDA Direct Delivery Foods. Create Annual PO’s for receipt of USDA Direct delivery trucks. Ensure inventory does not exceed 6 months of utilization, provide recommendations to the State Agency for removal of excess inventory, and ensure carryover inventory does not exceed 10% of annual diversions.
- o Monitor Processor Inventory reports to ensure maximum utilization of pounds at processor and analyze data with the support of the GSF USDA Processing Team.
- o Collaborate with the Gold Star operations team to conduct inventory audits, reconcile discrepancies, and provide result reports with recommended actions to management.
- o Ensure proper management and following of internal SOPs, Federal and State regulations, and ensuring proper approvals are obtained.
- · Provide customer service and training to participating agencies.
- o Monitor direct delivery inventory and provide customer service and training to ensure maximum utilization of the USDA Foods Program.
- o Collaborate with Gold Star Operations team and customer service to resolve RA’s, product complaints, returns, shipping discrepancies, etc. Provide results to management.
- o Assist with the development of ongoing training modules for participating agencies, and GSF team members, as applicable.
- o Communicate issues and concerns to management in a timely manner.
REQUIRED SKILLS:
· Superior verbal and written communication and interpersonal skills.
· Extremely proficient in Microsoft Office Suite or related software.
· Excellent organizational skills and attention to detail.
· Excellent analytical, decision-making, and problem-solving skills.
· Thorough understanding of DOT work regulations and rules.
EDUCATION/EXPERIENCE:
· Proficient in Microsoft Office (Excel, PowerPoint, Word). Ability to utilize other computer systems.
· Excellent communication skills, both verbal and written
· Ability to multi-task, excellent time management and organizational skills
· Ability to think critically, analyze data sets, and provide recommendations
· CA Driver License
· Ability to travel – up to 25%
