Job Description:
We are seeking a mission-driven Site Manager to oversee operations at Rock Island National Cemetery, a National Shrine dedicated to honoring the service and sacrifice of our Nation’s Veterans. This role requires a hands-on leader with a commitment to excellence, reverence, and detail, who can guide all on-site activities in accordance with federal standards and contractual requirements.
The Site Manager will lead a crew of three (3) grounds personnel and actively work alongside them to complete day-to-day responsibilities. This is a working leadership role — ideal for someone who is equally confident operating equipment and managing performance.

Key Responsibilities:
- Serve as the on-site leader, ensuring contract performance complies with NCA’s standards for grounds maintenance, headstone alignment, and cemetery appearance.
- Maintain coordination with the VA Contracting Officer Representative (COR) to avoid interference with burials and ceremonies.
- Lead and participate in day-to-day operations including mowing, trimming, herbicide application, irrigation systems, tree care, and headstone maintenance.
- Supervise, train, and lead cemetery grounds personnel and any subcontractors, ensuring efficient scheduling and respectful conduct at all times.
- Conduct on-site inspections and quality checks to verify compliance with performance metrics and federal standards.
- Reassign personnel and equipment in real time to minimize downtime and optimize task coverage.
- Ensure OSHA safety standards and cemetery-specific dress code and decorum are upheld.
Required Qualifications:
- Prior supervisory experience is required, ideally in groundskeeping operations or maintenance-heavy environments.
- Strong organizational and communication skills; must be able to work independently and demonstrate sound judgment.
- Comfortable managing work schedules in variable weather conditions and during peak seasonal periods.
- Demonstrated experience interpreting and fulfilling federal Statements of Work (SOW) is a plus.
- OSHA 30 Certification preferred; OSHA 10 minimum required.
- Valid driver’s license and the ability to maintain adequate auto insurance are required.
Preferred Qualifications:
- Experience with cemetery or groundskeeping operations on federal contracts.
- Prior service or familiarity with military customs and traditions.
- Proficiency in Microsoft Office and Teams.
