SUMMARY
This position is primarily responsible for overseeing the IT department and infrastructure. The Deputy role plays an integral role in the design, development, and implementation of IT systems, software, and security. Additionally, this role oversees IT work plans, schedules, policies, and programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop and implement IT strategy in alignment with organizational goals.
- Identify emerging technologies to enhance service delivery and efficiency.
- Provide visionary leadership to the IT team, fostering innovation and collaboration.
- Oversee assigned department and meet regularly with direct reports to evaluate operational plans, projects, and issues; implement solutions; motivate and evaluate staff, and provide leadership, direction, and guidance in operational and financial strategies and priorities; review work in progress to anticipate technical and management problems.
- Maintains the integrity, professionalism, values, and goals of GBRA, by assuring that all rules and regulations are followed and that accountability and public trust are preserved.
- Provide oversight and support for SCADA and GIS teams and initiatives.
- Lead the IT Department operational and strategic planning, including the fostering of innovation, planning projects, and organizing and negotiating the allocation of IT resources.
- Perform other duties as assigned.
Requirements
KNOWLEDGE/SKILLS/ABILITIES
- Proven ability to lead large-scale IT projects from inception to completion.
- Experience developing and managing departmental budgets.
- IT Infrastructure: Proficiency in networks, servers, and storage systems; Knowledge of cloud computing platforms (e.g., AWS, Azure, Google Cloud). Knowledge of networking technologies (e.g., SD-WAN); Expertise in virtualization technologies (e.g., VMware, Hyper-V).
- Software and Applications: Proficiency in enterprise resource planning (ERP) and customer relationship management (CRM) systems. Knowledge of database management systems (e.g., SQL).
- Emerging Technologies: Awareness of trends like AI, IoT, and machine learning and their application in IT strategies.
- Ability to align IT initiatives with organizational goals. Demonstrated success in leading digital transformation efforts.
- Strong track record of mentoring and developing high-performing teams. Ability to foster a collaborative and innovative culture.
- Keep current with the latest IT technologies and direct research.
- Analytical approach to problem-solving and making data-driven decisions.
- Excellent verbal and written communication skills for diverse audiences. Skilled in presenting complex technical concepts to non-technical stakeholders.
- Experience in managing organizational change related to IT implementations.
- Ability to build and maintain relationships with internal and external partners and vendors.
- Some travel may be required for meetings, employee briefings, or other activities.
EDUCATION/CERTIFICATIONS
Bachelor’s degree in Information Technology, Computer Science, or a related field.
EXPERIENCE
Minimum of 8-10 years of progressive IT experience, with at least 5 years in a leadership role.
Experience in municipal government or public sector IT management is desirable.
