SUMMARY

The Senior Project Engineer is responsible for managing complex water and wastewater infrastructure projects, which may include stand-alone type projects of significant construction value and/or managing multiple projects with fast track schedules concurrently. This position may lead project teams and assign tasks to achieve optimum results.


ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Provide effective project management including scoping, scheduling, coordinating and monitoring the assigned engineering projects. 
  • Plan, develop and manage water and wastewater infrastructure projects, to include singular projects of significant construction value and/or multiple projects with separate schedules. 
  • Develop creative concepts to design and detail new structures as well as retrofit existing ones. 
  • Thoroughly develop detailed conceptual designs through collaboration with GBRA operations for new facilities and      expansions. 
  • Lead project teams to ensure successful and timely project completion.
  • Apply engineering principles and practices to provide engineering direction/ recommendation to solve complex problems. Serves as a technical expert and provides in-house engineering support services for a variety of projects and programs.
  • Establish and maintain effective working relationships with internal and external stakeholders including permitting agencies. Leads coordination efforts for key projects.
  • Assemble internal and external project or program teams, guidelines, and procedures.
  • Seek state and federal funding opportunities for managed projects. Prepare funding applications and manage the funding process. 
  • Develop advanced technical work products that contribute to efficiency of the organization including analysis, documentation of processes and procedures, creation of templates, process improvement, and documentation and preparation of best practices.
  • Manage construction phase of projects by attending construction progress meetings, conducting periodic and frequent site visits, and monitoring the progress and quality of the construction work and budget status. Reviews submittals, RFIs, design changes, RFPs, and analytical test reports. Monitors conformance to the contract documents, construction and material specifications, and GBRA standards. Supports preparation and negotiation of change orders and contract amendments. Reviews schedules submitted by the contractor.
  • Provide technical support for special projects assigned by the Executive Manager of Engineering involving various activities such as water rights, water supply, water conservation and drought contingency planning, erosion protection, and flooding.
  • Apply engineering principles and practices to provide engineering direction and recommendations to solve complex issues. Serve as a technical expert and provide in-house engineering support. 
  • Act as a leader within the engineering department and work under limited supervision. 
  • Mentor and train other engineering staff at GBRA. 
  • Perform other duties as assigned.

Requirements

KNOWLEDGE/SKILLS/ABILITIES

  • Must be well organized, resourceful, creative, and collaborative. 
  • Ability to multi-task across a wide range of deliverables, asking questions, and independently tracking down answers.
  • Advanced knowledge of engineering principles, design, and construction practices for water and wastewater infrastructure.
  • Possess strong practical knowledge of project management practices, techniques and methodologies.
  • Ability to estimate, plan, track, control costs and provide status reporting.
  • Ability to plan, execute, and control a project (establishing realistic estimates, schedules, and reporting metrics).
  • Ability to assess and analyze project risks and exposure, identify options and alternatives, make decisions, and implement corrective actions.
  • Ability to manage more than one large project concurrently.
  • Ability to lead a diverse group to accomplish a common goal.
  • Ability to prepare detailed technical reports and presentations.
  • Ability to establish and maintain effective working relationships with executive management, staff, consultants, vendors, and government agencies.
  • Experience with Microsoft Teams. Bluebeam and Sharepoint preferred. Advanced knowledge of Microsoft Excel is a strong benefit for this position. 

EDUCATION/CERTIFICATIONS 

Bachelor of Science degree in engineering with a civil, electrical, water resources or environmental emphasis from an institution accredited by a recognized accrediting agency.


REGISTRATIONS/LICENSES

  • Valid Texas Driver’s License with acceptable MVR
  • Licensed Texas Professional Engineer in the State of Texas. 

EXPERIENCE AND SPECIAL REQUIREMENTS

  • Seven years of progressive experience in engineering with a proven track record of managing stand-alone water and wastewater projects with considerable construction value and/or ability to manage multiple projects with fast track schedules concurrently.
  • Must be able to demonstrate advanced technical knowledge in at least one of the following disciplines: water/wastewater treatment, complex hydraulic control structures with movable gate systems, electrical and control systems, and/or complex water transmission systems. 
  • Working conditions are in an office and field environment. Must be willing to work nights and weekends during high rainfall, inclement weather and flood events. Travel varies depending upon projects, but will occasionally involve overnight stay and long work hours.
