Plans, directs, monitors, and evaluates the daily emergency management operations and volunteer staff of the County's emergency services. Ensures effective fire prevention, preparedness, mitigation, and response services to prevent or minimize loss of life and property. Oversees Fire and Emergency Management Services (EMS). Ensures compliance with operating procedures and applicable laws and regulations.

  • Develops and implements a strategic plan to deliver services that result in the lowest loss of life and property from fire and emergency situations.
  • Develops, evaluates, and implements department goals, policies and procedures; evaluates programs and work processes; ensures activities comply with applicable laws, policies, and regulations.
  • Contributes to department effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; and implementing directives.
  • Oversees compliance and reporting for the volunteer County Fire department.
  • Assesses hazards and prepares plans to respond to emergencies and disasters to minimize risk to people and property.
  • Coordinates with public safety officials, private companies, and the public to develop, communicate, and maintain emergency response plans.
  • Prepares, coordinates, implements, and delivers emergency response training for staff, volunteers, and other responders.
  • Serves as liaison to County Manager for inclement weather and disaster notifications and response.
  • Administers initiai emergency response and emergency notification system as needed; activates local emergency plan and coordinates response to meet needs.
  • Develops and conducts post-incident analysis, policies, procedures, reports, and forms.
  • Prepares public service announcements for distribution through the media.
  • Prepares, coordinates, implements, and delivers safety, fire protection and fire prevention educational programs throughout the County to ensure adequate staffing, knowledge, and skills to respond to fire and other emergencies; implements new techniques, procedures, and tactics to ensure best practice are executed in emergency situations.
  • Conducts, attends, and interacts in meetings with County fire districts, federal and state agencies, other County agencies or departments, and the public.
  • Inspects County fire departments, records, equiprnent, and apparatus to ensure proper maintenance of fire equipment, apparatus, and vehicles; conducts inspections of equipment to assure no malfunctions during emergencies; and assures ample inventory of supplies for emergency situations.
  • Produces operational and action plans requiring multi-unit operations.
  • Activates local emergency plan, when needed; assists with evaluation procedures, plans, -actual evacuations.
  • Develops and conducts post-incident analysis policies, procedures, reports, and forms.
  • Generates and preserves accurate and complete data, information, and reports from emergency scenes; prepares and presents annual report on county-wide fire department activities, achievements, goals, events, and challenges.
  • Directs pre-fire plans, inspections of buildings, and other activities to minimize fire hazards; investigates all fire calls and complaints regarding building codes; ensures timely inspections of hydrants and provides accurate reporting of inspections.
  • Administers health and safety activities by analyzing a member's accident, injury, or health exposure; conducting initial accident investigations; developing a measurable accident and injury prevention program; explaining benefits of being physically and medically capable of performing assigned duties; and coordinating with local medical staff regarding policies concerning fire rehabilitation.
  • Interacts with state and federal agencies including FEMA, HIS, BIA, and GOHSEP to maintain open and professional relationships.
  • Establishes and maintains effective working relationships with County fire district staff.
  • Collaborates with Finance Director to prepare and administer Emergency Services budgets and grants
  • Prepares and submits grants and financial and statistical reports to the State of New Mexico, IMAS, and FEMA.
  • Develops, reviews, submits, and presents plans, reports, documents, and communications as needed.
  • Maintains accurate and complete records of department and district activities.
  • Ensures that all programs are consistently applied and accomplished across districts.
  • Serves as department spokesperson.
  • Maintains knowledge of trends, innovations, and technology in the field of fire service management and identifies opportunities for improvement.
  • Establishes and maintains effective working relationships with coworkers, staff, other departments, vendors and contractors, local and state agencies, community members, and the general public.
  • Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.
  • Knowledge of applicable federal, state, and local laws, regulations, requirements, principles, and practices of emergency and disaster management and firefighting.
  • Knowledge of the standards, policies, practices, and procedures of emergency scene operations, activities, and preparedness as it relates to emergency management and planning, response, and coordination; and of Fire Department, Law Enforcement, Public Works, Environmental Health, Animal Care, and Risk Management operations.
  • Knowledge of organizational and management practices for planning, analysis, and evaluation of programs, policies, and operational needs.
  • Knowledge of trends, practices, and techniques of emergency response, protection, prevention, and investigation.
  • Knowledge of files and records management.
  • Knowledge of grant preparation and administration.
  • Knowledge of government procurement.
  • Ability to effectively command and control emergency situations while operating within established guidelines.
  • Ability to analyze problems, project consequences, identify solutions, and implement recommendations.
  • Ability to interpret applicable federal, state, county, and local laws, regulations, and requirements.
  • Ability to work on multiple tasks and meet deadlines.
  • Ability to work under stressful circumstances and exercise sound judgement in emergency and life-threatening situations.
  • Ability to communicate tactfully and courteously, both verbally and in writing, with the public, employees, department directors, and elected officials; to follow verbal and written instructions; and to work as a team member.

  • Skill and experience in managing, supervising, and training employees.
  • Skill and experience in analyzing data and solving problems; and in preparing, reviewing, and analyzing operational reports.
  • Skill and experience in firefighting, rescue techniques, and emergency medicine.
  • Skill and experience in operating fire and rescue vehicles and equipment.
  • Skill and experience in Emergency scene management.
  • Skill and experience in operating various word-processing, spreadsheet, database, and other software programs in a Windows environment.
  • Skill and experience in customer service.
  • High school diploma or equivalent; Associate's degree in Fire Science, Emergency Management, or related field preferred; and
  • Five (s) years of experience in emergency services, emergency management, firefighting, civil defense, or related field.
  • Relevant education may be substituted for experience at a rate of 30 semester hours equal to one (1) year experience.
  • Must obtain and maintain Incident Command Structure and NIMS training.
  • Must possess Emergency Medical Technician (EMT) - Intermediate certification.
  • Accreditation with Fire Academy and Emergency Management Academy preferred.
  • Must obtain and maintain CPR & First Aid certification.
  • Valid driver's license is required.
  • Position reports to the County Manager.
  • Advises staff in the Emergency, EMS, and Fire departments, including volunteer workers, and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Increases volunteer and staff effectiveness by training, coaching, and counseling staff; assisting with assigning accountabilities; planning, monitoring, and appraising performance and job results; developing a climate for offering information and opinions; addressing complaints and resolving problems; integrating functional objectives; and providing and participating in educational opportunities.
  • Hosts regular meetings to ensure communication among staff regarding Emergency Management-related activities.

Work is frequently performed in an office setting and outdoors, with occasional duties in the evening and on weekends. Travel will be required occasionally throughout the County. While performing the duties of this job, the employee regularly is required to sit, stand, and walk; use hands to finger, handle, or feel; reach with hands or arms; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at short and long distance is required. May be required to lift up to 50 pounds. Employee may be exposed occasionally to dust, fumes, airborne particles, and/or allergens; hazardous materials; high risk/potentially dangerous situations; infectious disease; excessive noise; and hostile or violent individuals. Work may take place near hazardous/moving equipment or machinery and require the use of protective clothing, equipment, devices, or materials. Must be on call for emergencies.

  • Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent may be requested to drive a County vehicle during the performance of his/her duties.

Job Type: Full-time

Pay: $72,000.00 - $80,000.00 per year
