Title: Program Manager
FLSA Status: Full-time, Salary, Exempt
Purpose:
This position is responsible for leading Guild’s CARF accredited Employment Services Program and overseeing Guild's Dakota County Community Support Program (CSP) drop-in center, ensuring the delivery of person-centered services to individuals in Dakota, Ramsey, and Scott counties with mental health conditions. This role provides leadership and supervision to a team, including one CSP Program Supervisor, one CSP Social Rehab Specialist and seven Employment Specialists, while managing external factors impacting service delivery, financial structure, and program expansion. The Program Manager also plays a key role in advancing the agency's mission and vision as a member of the Service Operations Team, collaborating with clinical leaders to enhance the organization's impact on the community.
Key Responsibilities:
Duties and Responsibilities:
- Provide day to day leadership and supervision to both the Employment Program and the Community Support Program including program, budget and grant oversight.
- Manage multiple program contracts and grants, ensure fidelity and compliance with reporting requirements and stay informed on laws, rules, and policies impacting participant services.
- Oversee program and grant level budgeting, ensuring accountability and good financial management.
- Supervise, hire, train, and manage staff performance to align with agency values, mission, and a culture of accountability.
- Monitor and manage Employment program client census, referrals, intakes, and transfers for seamless care transitions.
- Oversee client records for progress tracking and regulatory compliance.
- Continuously assess and contribute to program development, focusing on client and staff needs.
- Lead initiatives to promote diversity, respect, and cultural competence in the workplace.
- Perform other duties as needed to support client care and department operations.
Required Skills and Abilities:
- Knowledge of the needs of individuals with mental health conditions.
- Experience with the Individualized Placement and Support (IPS) employment model or other employment services.
- Proficiency with creating reports utilizing Microsoft Word; navigating Excel spreadsheets; communicating through Teams and Outlook.
- Advanced verbal and written communication skills with clients, staff, and community partners, including creating documentation, meeting facilitation, and presentations.
- Ability to lead teams, provide direction, and give constructive feedback.
- Strong self-motivation, time management, and ability to meet deadlines.
- Effective collaboration with internal programs and external stakeholders.
- Ability to adapt to change and lead through evolving conditions.
- Demonstrated personal and professional empowerment to drive positive change.
Working Conditions:
- Works primarily in an office environment but regularly travels to satellite locations in Dakota, Ramsey and Scott Counties.
- Frequent desk work for documentation, communication and compiling and reviewing data.
Education and Experience:
- A Bachelor's Degree or Master's Degree in Behavioral Sciences or Business Administration. Will consider candidates with 5 relevant work experience.
Preferred:
- Minimum 2 years of service within mental health field.
- Experience with Grant Management and creating grant budgets.
- One year (full-time) experience in a leadership position responsible for managing the performance of direct reports.
- Experience with an Electronic Medical Health record system.
Additional Requirements:
- Must not be actively receiving services from Guild Incorporated and must not have received services within the last two years.
- Valid Driver's License, reliable vehicle, satisfactory driving record, and required insurance.

The salary range for this position is between $70,000 and $85,000 annually. The range reflects the minimum and maximum salary for the position. Compensation will depend on the candidate’s professional experience, skills, and relevant education, training, and certifications.
