GENERAL STATEMENT OF JOB DUTIES
The primary purpose of this position is to manage and supervise the development and support of technology for the Department of Emergency Services.
DISTINGUISHING FEATURES OF THE CLASS
This position performs server maintenance, application maintenance duties to support the departments and core infrastructure applications. The scope of this position spans across many disciplines and directly affects the workflow of personnel within the department. This position will monitor and maintain various computer terminals, software packages, radio issues, and 911 database criteria essential to the daily function of the department. The key component of this position is to manage and maintain the Computer Aided Dispatch (CAD) system needed to process the numerous emergency and non-emergency requests of the citizens.
DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks- Assist the Deputy Director in calculating needs for funds in line items and capital outlay related to technology for the Emergency Services Department.
- Install, test, maintain, and support complex operating system software, and packaged application systems.
- Install, test, maintain, and support complex and varied PC/Server system software, and communication networks.
- Address open problem tickets and work orders for Enterprise team on a daily basis.
- Maintain various software packages.
- Maintain and monitor overall operating budget, including expenditures, encumbered funds, and balances of line items and capital outlay.
- Manage operations related to the 800 MHz Radio System, 911 MSAG Database, Computer Aided Dispatch mapping layers, and departmental computers systems including complaints and problems from outside agencies.
- Implement and maintain the internal network, software configuration and architecture of the Computer Aided Dispatch (CAD) system by combination of didactic training, experience, and teamwork.
- Perform trouble shooting and basic maintenance functions for components of the computer products maintained with the department.
- Assist the department with the development of an internal strategic technology plans to serve as a blueprint for future projects and directions.
RECRUITMENT STANDARDS
Knowledge, Skills and Abilities
- Knowledge of management function related to a technology operation within an Emergency Services Department.
- Knowledge of computer architecture and advanced data processing techniques and procedures; knowledge of new technologies in hardware, software, and Storage Area Networks.
- Knowledge of various complex operating systems and networks.
- Proficiency in using appropriate PC software packages, office support systems, and mid-range end user tools, Virtualization with Microsoft Hyper-V and VMWare.
- Knowledge of new technologies in hardware, software, communications, and systems development.
- Proficiency in file system concepts and file system configuration, reconfiguration, and repair
- Considerable knowledge of appropriate diagnostic tools, standard utilities, communication protocols (e.g. TCP/IP).
- Knowledge of project management techniques, planning, and resource deployment
- Good follow through and personal time management
- Ability to communicate at the right level of detail in working with people at various levels.
- Effective oral, written, and interpersonal communication skills.
- Ability to establish and maintain good intra departmental and interdepartmental working relationships, customer service orientation.
Graduation from an accredited college or university with a bachelor’s degree in Information Systems, Computer Science or related field and three years of experience as a Systems Administrator, with at least one year of supervisory experience.

An employee in this position must be able to physically perform the basic life operational functions of reaching, walking, fingering, grasping, hearing, and talking. Work also requires the ability to exert in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
Work Conditions Work is performed primarily in an office setting but subject to lengthy periods of sitting in front of computer terminals/workstations requiring intense concentration. Occasional field response requires physical heavy lifting, extremes in physical environment, and hazardous environments.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
