GENERAL STATEMENT OF DUTIES
Performs planning and implementation roles in the design and preparedness of delivery of project management services for multiple complex technological initiatives to Information Technology and various departments throughout the County.
DISTINGUISHING FEATURES OF THE CLASS
This position enhances the highly sensitive installation process associated with complex, internal strategic projects as well as highly complex departmental projects. It collaborates with all departments and impacts the County's efficiency, quality and customer satisfaction through effective project management. This position assembles meetings consisting of team members from multiple disciplines associated with projects. Team member classification can range from upper management to general staff. The position reports to the Deputy CIO-IT Business & Strategy & Planning and work is evaluated on the basis of attaining individual performance objectives.
DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
- Initiates and performs project management services for high-impact projects.
- Handles oversight and coordination for technology projects to allow others to focus on their day-to-day tasks and maintain scheduled deliverables.
- Develops scope of work, management of time, human resources, communications, contracts, risk and quality within projects.
- Directs the introduction and pilots of new products and services to users.
- Gathers and reports relative data for multiple projects to provide benchmarks and performance measurements.
- Monitors problem reporting and resolution; solicits customer feedback.
- Follows-up on reported problems to ensure that customers are satisfied with the solution or to determine other needs.
- Researches and prepares various statistical and/or narrative reports of activities, issues, or other needs as required by management.
- Ensure projects adhere to frameworks and all documentation is maintained appropriately for each project.
- Works with the IT Trainer to develop training materials for new software and or hardware.
- Performs other related work as required.
- The candidate in this position will work on-site for the first six months before approval of a hybrid schedule.

Knowledge, Abilities and Skills
- Knowledge of in-depth system analysis and ability to apply analytical processes to workflows.
- Knowledge of project management software such as Workfront, MS Project, Asana, or Jira.
- Knowledge of network control and monitoring, configuration, security, performance monitoring, telephone operation and communication.
- Working knowledge of complex technical environments, including applications and LAN systems.
- Ability to coordinate internal and external resources to ensure that projects adhere to scope, schedule, and budget.
- Ability to analyze project status and quality control; able to revise the scope, schedule to ensure that project requirements can be met.
- Able to serve as point of contact for project teams when multiple units are assigned to the same project to ensure team synergy.
- Excellent written and verbal communication skills to effectively interact with stakeholders, project team members and vendors.
- Strong interpersonal skills, fostering positive and effective communication.
- Ability to be highly detail-oriented, able to work independently and able to effectively manage multiple projects.
- Ability to establish and maintain relationships with relevant client stakeholders, providing day-to-day contact on project status and updates.
- Ability to establish and maintain effective trust and effective working relationships with the public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
- Ability to utilize and interpret state of the art project management, spreadsheet, database and graphical software.

- Skilled in effectively monitoring cost, containment accounting, and budgeting practices.
- Proven ability to collaborate with and lead multidisciplinary teams in systems implementation and integration.
- Skilled in delivering exceptional customer satisfaction and support.
Bachelor’s degree in Computer Science, Information Systems or a related field of study and five years of experience in Information Technology or related field. PMP certification from the Project Management Institute is required.
Preferred Qualifications
At least five years of project management experience.
Physical Demands
An employee in this position must be able to physically perform the basic life operational functions of kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. The employee must be able to perform light work exerting up to 10 pounds of force routinely and/or in excess of 20 pounds of force occasionally to lift objects.
Work consists in a normal office environment. No adverse environmental conditions.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
