GENERAL STATEMENT OF DUTIES
This position is responsible for directing the Guilford County Sheriff’s Office Reentry Program.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the development, implementation, administration and management of the program; development and implementation of organizational procedures and guidelines; responsible for marketing materials and other program education and promotional programs; responsible for grant writing; and management of the flow of justice served individuals as well as advocacy and service providers through the services offered by the Guilford County Sheriff’s Office Reentry Program. Facilitates and coordinates stakeholder engagement meetings to develop partnerships to ensure necessary collaboration between all service providers to aid in successful re-entry. This supervisory/managerial position involves county-wide responsibility for supervising reentry staff that provides services to reentrant citizens in addition pre-re-entry services component. The program manager provides direct supervision and reentry daily operations to ensure the delivery of services and compliance with program policies/regulations consistent with the Department’s strategic plan.
DUTIES AND RESPONSIBILITIES
- Administers program/service development, delivery, human resource management, financial management and legal compliance.
- Plans, leads and oversees community outreach.
- Assists with grant writing and grant management.
- Maintains internal partners, stakeholders, and external advisory committee relationships.
- Oversees reentry communications plan, including a reentry website and information sharing across partner agencies.
- Influences community attitudes and practices by advocating for education, employment opportunities as well as community change regarding justice served individuals returning to the community.
- Coordinates the Reentry Strategic planning process.
- Develops and coordinates resources, policies, and procedures to achieve and maintain countywide service delivery.
- Provides direct supervision to various reentry employees as well as volunteers within the program.
- Reviews programs/assignments to ensure compliance with standards/regulations.
- Makes adjustments or reassigns staff based on mandates/priorities.
- Develops programs and resources to enhance service delivery and ensure no duplication of services.
- Ensure that all activities carried out in the name of the Reentry Program are in accordance with the programs mission, vision, goals, objectives, policies and procedures.
- Maintains professional competence by participating in continued education and personal growth experiences to continually lead the program in a positive direction.

- Knowledge of vulnerable populations, justice served reentry, training, community collaborations and capacity building.
- Knowledge of, reentry techniques, practices, community problems, and jail/prison recidivism.
- Skills in supervision, management, cultural competency, and leadership.
- Ability to express ideas clearly and concisely.
- Ability to exercise sound judgement in routine and emergency situations.
- Ability to plan and execute work effectively.
- Ability to apply practices designed to promote safety within families.

Minimum Qualifications:
Master’s degree in Social Work, Adult Education, Counseling, Public Health, or other related Human Services field, with a minimum of two years of experience working with vulnerable populations and in program development or implementation;
ORBachelor’s degree in Social Work, Public Health, Counseling, Adult Education, or other related Human Services field, with enrollment in a master’s program and four years of experience working with vulnerable populations and in program design or implementation.
Preferred Qualifications
Master’s degree in Social Work, Counseling, Public Health, or other related Human Services field.
An employee in this position must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Additionally, the employee must be able to perform very medium work exerting up to 50 pounds of force occasionally and/or in excess of 20 pounds of force frequently, and/or in excess of 10 pounds of force constantly to move objects.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
