GENERAL STATEMENT OF JOB DUTIES
This is semi-skilled service work in the operation of light transit vehicles. This position performs related light public service and clerical work providing citizen transportation requested with the County’s Transportation and Mobility Service System.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class provides initial public contact to citizens and others and provides transportation services for specialized public transportation needs. Emphasis of the work is on taking requests for transportation, from the Transit Reservation Schedulers entering service requests into a computerized information system, who schedules the service with the vehicle operators (drivers) provide transportation to ensure service delivery. Transportation service requests are received and scheduled primarily by telephone or through community service providers. Work is performed under the supervision of a Transit Supervisor or other administrative superior and is evaluated on the basis of performance objectives, periodic evaluations of customers served, and reports of activities.
DUTIES AND RESPONSIBILITIESEssential Duties and Tasks
- Operates a specially designed and equipped light transit vehicle including wheelchair lift and radios.
- Board and off-boards passengers.
- Assist riders with boarding and exiting the vehicle.
- Secures passenger safety belts are secured.
- Escorts riders from residences to light transit vehicle and from vehicle to destination, including pushing wheelchairs up or down ramps.
- Assists with or carries limited packages for passengers.
- Inspects vehicles and related equipment and reports defects prior to departure.
- Prepares trip records regarding trip counts, mileage, vehicle defects.
- Provides routine information concerning transportation/vehicle services to interested parties.
- Operates two-way radio, to inform office staff and other required personnel of traffic delays, accidents, etc.;
- Follows all related safety regulations in accordance with OSHA and County Safety Standards and Policies.
- Performs other work as required.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
Knowledge of:
- Communication and human interaction skills sufficient to establish rapport with citizens served and with coworkers and supervisors
- English and grammar sufficient to express ideas and thoughts clearly both verbally and in writing.
- Mathematics sufficient to compile and arrange data for mileage reports.
Some knowledge of:
- Functions and services provided by the SCAT program
Skill in:
- Operating a light motor vehicle and related equipment.
- Interpersonal communications sufficient to establish and maintain effective working relationships with customers and coworkers
Ability to:
- Communicate clearly and concisely
- Exercise tact and judgment when interacting with a diverse citizenry
Minimum Qualifications:
High school diploma or equivalent.
Must be 25 years of age.
Must have possession of an appropriate driver’s license issued by the State of North Carolina.
Must be able to drive a light transit vehicle in typical urban traffic, work well under stress and pressure of time constraints.
Must be able to work with elderly and handicapped persons.
A motor vehicle record (MVR), background check, and drug screening will be conducted on candidates considered for positions.
Preferred Qualifications:
Experienced Transit Drivers and veteran drivers preferred.
Physical Demands
The employee must be able to perform light work exerting up to 50 pounds of force occasionally and/or in excess of 20 pounds of force constantly to move objects or assist passengers on or off the light transit vehicle. Physical demand requirements usually associated with this classification: require sitting, walking, standing, bending, lifting, climbing, reaching, pushing, pulling and stretching, although worker does sit most of the time while on duty. There is significant use of arms, hands, legs and feet. Reaching, Handling, and Fingering: Employees must be able to physically perform the basic life operational functions of kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Talking and/or Hearing: Talking – Expressing or exchanging ideas by means of spoken word. Both are necessary to converse with office personnel, supervise, passengers and general public. Worker often uses the telephone and two-way radio. Seeing: The ability to perceive the nature of objects by the eye. Recommend guidelines for vision are: 1. Acuity Far – Clarity of vision at 20 feet or more. Primary responsibility is driving a handicapped light transit vehicle. Worker must be able to see traffic conditions, other vehicles, traffic signs and signals, persons waiting at cross walks, street names, persons who need assistance, etc. Both eyes 20/22 – R 20/25 – L20/25 corrected. 2. Acuity Near – Clarity of vision 20 inches or less. Must be able to see vehicle controls, panel indicators, coin/token receptacle, report forms, two-way radio, money, etc. Both eyes 20/30 corrected. 3. Depth Perception – Three dimensional vision. Ability to judge distance relationships so as to see objects where and as they are. 4. Field of Vision – Area that can be seen up and down or to the right or left while eyes are fixed on a given point. Must be able to see wide span of area to cover surrounding and/or approaching traffic while looking at a given object or instrument. 5. Accommodation - Adjustment of lens of eye to bring an object into sharp focus. This is especially important when doing near-point work while glancing up to check light transit vehicle interior. Must be able to adjust the eye lens to glance, quickly back and forth to check conditions and people within the light transit vehicle to outside traffic conditions, signs and signals.
Working Conditions
The worker is subject to Inside and Outside environmental conditions: Exposed to the various weather conditions and temperatures. Although the worker will be located inside a light transit vehicle, he/she will be maneuvering the vehicle in various weather conditions, i.e., rain, sleet, snow, wind, etc., and will be out in those conditions at times when exiting the vehicle to assist passengers entering and leaving.
Driving is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
