The Campus Police Lieutenant is a sworn law enforcement officer with the legal power of arrest. The Lieutenant assists the Chief of Campus Police (Chief) with the supervision and coordination of all police functions on the main and satellite campuses as determined by the Chief. The Lieutenant may be assigned primarily to Administrative and / or Field Operations functions within the Campus Police Department and may serve as the Acting Chief when so designated. The Lieutenant supervises the activity and productivity of on-duty Campus Police personnel, both sworn and non-sworn, on GTCC campuses and schedules said personnel, both full-time and part-time, to cover police duty shifts. The Lieutenant must be willing to work any police duty shift on any GTCC campus or property when deemed necessary by the Chief. If coverage for an open police duty shift cannot be found, the Lieutenant has the authority to direct subordinate Campus Police personnel to cover any duty shift as needed. The Lieutenant is ultimately responsible for insuring all police shifts are appropriately covered. The Lieutenant is responsible for, and required to provide, accountability and records regarding all GTCC Campus Police equipment under their control. The Lieutenant will execute any special assignment / project assigned or initiated and submit in a timely and thorough fashion all reports as required by the Chief. The Lieutenant reviews police records and incident reports for accuracy and completion and approves records and reports that are accurate and complete. The Lieutenant may assign crime reports or other matters to subordinate Campus Police personnel for further investigation or follow-up. When necessary, the Lieutenant may supervise the activity and productivity of Campus Police personnel, sworn and non-sworn, who are normally supervised by another Lieutenant. The Lieutenant will work in conjunction with other supervisors to ensure that the mission of the Campus Police Department is appropriately carried out.
The position will have oversight for responsibilities of the Special Operations Division of The GTCC Campus Police to include: supervise all field training for new officers, supervise all intelligence investigations and disseminate information for threats to the community, college and individuals who are considered risks and threats, supervise all investigations both criminally and internally, Keep and maintain files on all known sex offenders and maintain all information and records for all Clery cases.
- The minimum education requirement for a Campus Police Lieutenant is an Associate’s degree in criminal justice or related field from a regionally accredited institution. (Seven years of applicable law enforcement supervision will be accepted in lieu of the degree.)
- A candidate for employment as a Campus Police Lieutenant must have successfully completed an accredited Basic Law Enforcement Training (BLET) program and be certified or meet all eligibility requirements to be certified by the North Carolina Criminal Justice Education and Training Standards Commission as a law enforcement officer
- Must have honorably served as a sworn law enforcement officer for at least five (5) years
- Must have served in a supervisory and / or Field Training Officer capacity (preferably as a sworn law enforcement officer) for at least two (2) years.
- Thorough knowledge of federal, state and local laws, regulations and ordinances.
- Thorough knowledge of, or ability to learn, GTCC rules, policies and procedures.
- Thorough knowledge of, or ability to learn, GTCC Campus Police directives and procedures.
- Considerable knowledge of the Federal Emergency Management Agency’s Incident Command System and the National Incident Management System.
- Considerable knowledge of court procedures.
- Considerable knowledge of, or ability to learn, GTCC campus and building layouts.
- Considerable knowledge of evidence procedures.
- Skill in the proper use of law enforcement equipment, including firearms.
- Ability to exercise sound judgement in routine and emergency situations.
- Ability to work effectively with minimum direct supervision.
- Ability to make sound, independent decisions in routine and emergency situations.
- Excellent management skills

- Knowledge of Title IX and CLEARY Act mandated requirements.
- Possess, or be able to obtain prior to employment, a valid North Carolina Driver License.
- Be at least twenty-one (21) years of age
- A candidate for employment as a Campus Police Lieutenant must successfully pass a comprehensive background investigation as mandated by the NC Criminal Justice Education and Training Standards Commission.
- A candidate for employment as a Campus Police Lieutenant must pass a comprehensive psychological evaluation, a medical examination, a drug test and any other tests/examinations as mandated by the NC Criminal Justice Education and Training Standards Commission.
Upon employment, may be required to complete the following training as directed: Automatic Electronic Defibrillator/CPR; Chemical Hygiene/Biological Safety; Bloodborne Pathogens; Chemical Safety (HazCom/HazMat); Emergency Action Plans; Emergency Equipment; E-Vac Chair; first aid; Personal Protective Equipment; Reporting Requirements
The following (compliance) training is required and must be completed within the first 30 days of hire with annual refresher training thereafter:
- Ethics
- Safety/Shooter on Campus
- Personal Information Protection Training (PIP)
- Anti-Discrimination/Harassment & Title IX
- Other training may be required as determined applicable.
