Description

Under the direction of the Executive Director, the Director of Business Services is responsible for leading, organizing, providing and maintaining the District's financial reporting systems, financial statements, annual Budget and Appropriation, Tax Levy, annual statement of Receipts and Disbursements, Information Technology systems (computer), general finance and accounting activity, alternative revenue sources, risk management activities, customer service, and special projects/analysis as required. The position also includes oversight of all human resource functions for the park district. The Director of Business Services is a full-time employee; must be a self-starter and be willing to do "hands-on" assignments.

 

This is a Business Department full time position with hours primarily from 8:30 a.m. to 5:00 p.m. Monday through Friday, with some evening and weekend work to be expected.

 

ESSENTIAL FUNCTIONS OF THE JOB

  1. Develop and maintain adequate financial reporting systems to insure integrity of financial results based on effective accounting procedures and controls.
  2. Prepare and issue the District's financial statements consistent with appropriate reporting and accounting requirements (Illinois State Statutes, Government Accounting Standards and Generally Accepted Accounting Principles).
  3. Plan, organize and control all general accounting and finance operations including but not limited to payroll, accounts payable, accounts receivable, general ledger, investments, fixed assets, bond issuance, Capital Projects, risk management and the supervision of Business Team personnel.
  4. Direct and coordinate the annual budgetary planning process; monitor expenditures to ensure conformance with approved budget, make financial forecasts and projections as requested by the Executive Director and the Board of Park Commissioners.
  5. Direct the planning and implementation of the Park Districts' Information Technology systems, recommend the need for additional computer hardware and software and develop procedures to ensure both a "user friendly" system for staff as well as customer and vendor satisfaction, arrange for system expansion, maintenance and repair; review and evaluate requests for new applications, or modification to current applications. Schedule workshops and training sessions to ensure full understanding of the system.
  6. Develop and maintain effective systems to provide relevant information to the management team on a timely basis (including the development and operation of all computer systems).
  7. Produce and publish the annual Treasurer's Report, and the Budget and Appropriation Ordinance. Prepare and file the annual Tax Levy Ordinance and all state and federal reports as required.
  8. Manage purchasing function for the Park District, develop purchasing, receiving and inventory procedures and monitor the bidding process on items over State of IL statutory limit and recommend for approval by Park Board.
  9. Coordinate annual audit of the Park District's financial statements as well as perform internal audits with special emphasis on cash receipts, reports and controls of all programs and facilities. Promptly correct any shortcomings or improvement areas as indicated in Management letter or set forth by the Executive Director.
  10. Using revenue and expense projections, invest Park District funds in compliance with the State's and District's investment policy.
  11. Administer District's insurance programs related to liability, property, workers compensation, and employment practice.
  12. Oversee the Districts human resources functions including implementation of personnel policies, training and orienting employees, updating job descriptions and classifications, maintaining personnel files, administering the employee benefits program and assuring compliance with federal and state personnel law.
  13. Administer a system for customer service ensuring ease of registration, timely response to complaints/suggestions and preparation of reports to ensure communication with related departments.
  14. Perform special projects and studies as assigned by the Executive Director.
  15. Attend all meetings of the Park Board, respond to Board inquiries; report on department activities and operations and recommend policy and procedural alternatives.
  16. Produce and send out to Board and Park District managers, monthly financial reports that are accurate and complete.
  17. Must communicate clearly to public and press about all aspects of the Gurnee Park District business operations and finances.
  18. Develop and manage a highly effective team of employees through proper recruiting, hiring, training, empowerment, delegation, motivation and recognition.
  19. Conduct written performance appraisals on all departmental employees.
  20. Apply and administer personnel policies and procedures on a fair and equitable basis.
  21. Develop an entrepreneurial spirit among employees that promotes enthusiasm, creativity and a variety of new services to the community.
  22. Develop and administer a department orientation program, in service training and staff development that fosters highly motivated employees who are committed to striving for total customer satisfaction.
  23. Conduct regularly scheduled staff meetings with employees.
  24. Assure an equitable distribution of work related responsibilities amongst team members.
  25. Is a designated FOIA Officer for the Park District.
  26.  Provide excellent customer service to both internal and external customers at all times.

Qualifications


QUALIFICATIONS

  • Experience – A minimum of 3 years of supervisory and/or administrative experience. 
  • Education – A Bachelor’s degree in accounting, finance, business administration or related field is required. CPA and/or CPFO certifications are preferred.
  • Skills/Competencies – Possess the ability to maintain positive and effective working relationships with Board members, employees, cooperating agencies, vendors and program participants. Display the ability to promote and maintain high morale and enthusiasm and to solve problems and produce accurate work on a timely basis. A thorough knowledge of computer-based public accounting systems and financial management is required as well as familiarity with Illinois statutes regarding public finance and fund accounting. Management experience in program registration, customer service and human resources administration is important. Must have excellent speaking, writing and overall communication skills, and the ability to manage multiple projects, deadlines, and requests in an organized and effective manner. Self-motivated and can achieve goals with minimal supervision.
  • Other Certifications – Valid driver’s license. First aid, CPR and AED certifications required within 90 days of hire and must be maintained.

 

PHYSICAL DEMANDS

  1. Some bending, kneeling, crouching, crawling and reaching items off floor, under desks, and off of shelves.
  2. Lift and move computer equipment, printers, storage boxes, etc. of up to 50 lbs.
  3. Climb ladder to reach supplies or storage boxes on high shelves.
  4. Perform repetitive hand/arm movements as when counting large amounts of cash, working on a calculator or computer keyboard.
  5. Sitting for sustained periods of time while completing work at desk or workstations.
  6. Reading hand written information and writing legibly.
  7. Ability to handle mental stress in order to cope with multiple tasks, deadlines, and situations with dissatisfied staff, vendors, etc.
  8. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and depth perception.
  9. Employee’s general work area is indoors in a smoke-free environment with controlled temperature and fluorescent lighting.
  10. Employee may be exposed to noise distractions from employees or equipment in adjacent work areas.
